【브레이크뉴스 경북 】이성현 기자=박형수 의원이 대표 발의한 ‘대형산불 피해복구 및 지역재건을 위한 특별법안’이 25일 국회 본회의를 통과하면서 피해주민들에 대한 빠른 복구와 일상회복의 시계추가 빨라질 것으로 예측된다.

이번 법안은 지난 4월15일, 경북과 경남·울산에서 발생한 초대형산불 피해주민과 해당 지역을 지원하기 위해 박 의원이 대표 발의, 국회 산불피해지원대책 특별위원회가 동 법안에 대해 심의해 왔고, 위원회 대안 형식으로 마침내 국회 본회의를 통과했다.    

주 내용으로는 산불 피해 복구 및 지원과 피해지역의 본격 재건, 투자 촉진을 위한 법적 토대 마련이 담겨져 있다. 이같은 내용을 담아야 했던 데에는 지난 3월 경북 의성, 청송, 영덕, 안동과 경남·울산 등에서 발생한 초대형 산불은 그 피해 규모가 크고 기존의 '재난 및 안전관리 기본법'으로 지원이 어려운 제도의 사각지대가 많았기 때문이란 분석이다. 

법안에는 기존 제도로는 지원이 어려운 산불 피해지역 주민들의 피해에 대해 최대한 지원하고, 이러한 지원을 국가와 지방자치단체의 책임으로 '의무화'하는 내용과 이에 대한 집행을 총괄할 컨트롤타워로서 국무총리 소속 '피해지원 및 재건위원회'를 설치하도록 했다. 

특히, 기존 법률에서 규정한 지원 범위 외에 추가적인 지원이 가능하고 기존 지원금의 점검까지 심의하도록 하여 그동안 지원하지 못했던 피해의 사각지대 역시 줄어들 것이란 전망이다. 특별법은 부칙에 따라 공포 후 즉시 시행되며, 일부 시행령에 위임된 조항은 정부의 시행령 제정 및 입법예고 등을 거쳐 3개월 후 시행될 예정이다.

이날 특별법이 통과됐다는 소식에 이철우 경상북도지사는 큰 의미로 환영하면서 “피해 지역 주민들의 빠른 피해 복구와 일상의 회복을 넘어 재창조의 기회로 삼아 지역이 발전하는 새로운 발판을 마련하도록 하겠다”고 밝혔다.

그는 “특별법 통과를 위해 여야 가릴 것 없이 요청을 했었다”고 회고하고 “여야 합의로 통과되어 의미가 크다”고 말했다. 이어 “이번 특별법 통과로 산불 피해 지역발전에 전력을 다해 산불 세계적인 관광 명소로 탈바꿈시켜 바라보는 산에서 돈 되는 산으로, 사라지는 마을에서 살아나는 마을로 만들겠다”고 반가움을 표했다.

박형수 의원은 “산불 피해 주민들에게 최대한 폭넓고 충분한 지원을 하기 위해 발의한 산불피해지원특별법이 마침내 국회를 통과해 기쁘게 생각한다”면서 “이번 특별법 통과로 하루속히 지역이 재건되고 피해 주민들의 생활이 안정되기를 희망한다”고 말했다.

 The passage of the "Special Act on Large-Scale Wildfire Recovery and Regional Reconstruction," sponsored by Representative Park Hyung-soo, at the National Assembly plenary session on the 25th is expected to expedite recovery and return to normal life for affected residents.

This bill, sponsored by Representative Park to support victims and affected areas following the massive wildfires that struck North Gyeongsang Province, South Gyeongsang Province, and Ulsan on April 15th, was deliberated by the National Assembly's Special Committee on Wildfire Damage Support. The bill was finally passed in the plenary session as a committee alternative.

The bill's main provisions include establishing a legal foundation for wildfire recovery and support, full-scale reconstruction of affected areas, and promotion of investment. The need for such provisions stems from the massive scale of the wildfires that struck Uiseong, Cheongsong, Yeongdeok, and Andong in North Gyeongsang Province, and South Gyeongsang Province and Ulsan in March, which left numerous blind spots in the existing "Basic Act on Disaster and Safety Management" that made it difficult to provide support.

The bill mandates maximum support for residents in wildfire-stricken areas where existing systems are difficult to support. It also mandates the central and local governments to provide this support. It also establishes a "Damage Support and Reconstruction Committee" under the Prime Minister as a control tower to oversee its implementation.

Notably, it allows for additional support beyond the scope of existing laws and mandates review of existing subsidies, which is expected to reduce blind spots for victims who were previously excluded from support.

The special law will take effect immediately upon promulgation, in accordance with its supplementary provisions. Provisions delegated to enforcement decrees will take effect three months later, following the government's enactment of enforcement decrees and legislative notice.

Governor Lee Cheol-woo on the passage of the special law: "It's about re-creating the affected areas..."

Governor Lee Cheol-woo of Gyeongsangbuk-do welcomed the passage of the special law, stating, "We will use this as an opportunity for re-creation, beyond the rapid recovery and restoration of daily life for residents in the affected areas, to lay a new foundation for regional development." He recalled, "I requested passage of the special law without regard to the ruling or opposition parties," and added, "It is very meaningful that it was passed with agreement between the ruling and opposition parties."

He expressed his delight, saying, "With the passage of this special law, I will dedicate myself to developing the areas affected by the wildfires into world-class tourist attractions. I will transform them from mountains for viewing into profitable mountains, and from villages on the brink of extinction into villages that are finally reviving."

Representative Park Hyung-soo said, "I am delighted that the Wildfire Victims Support Special Act, which I proposed to provide the broadest and most sufficient support possible to wildfire victims, has finally passed the National Assembly. I hope that this special law will lead to the swift reconstruction of the region and the stabilization of the lives of the affected residents."
