【브레이크뉴스 】이성현 기자=​이철우 경상북도지사는 21일 대통령 후보 경선 일정으로 바쁜 일정을 소화하면서도 경북 일대의 대형 산불 피해지역을 직접 찾아 이재민을 위로하고 복구 현장을 점검했다.

경상북도에 따르면 이 지사는 이날 안동시, 의성군, 영양군, 청송군, 영덕군 등 5개 지역을 차례로 방문해 피해복구 상황을 챙기며“하루라도 빨리 일상으로 복귀할 수 있도록 조속하면서도 안전한 복구에 최선을 다하라.”라고 지시한 것으로 알려졌다.

이 지사는 5개 지역 방문 중 "기존 불타버린 산을 개선 복구해 피해를 본 사람들에게 도움되는 대전환 성격의 정책을 반드시 하겠다"고 약속하고, 특히 청송지역 방문 시에는 "27개 중 5개를 남기고 다 타버린 달기약수터 인근 식당 상인들이 빠르게 영업할 수 있도록 최선의 노력을 다하겠다"고 말했다.

이철우 지사는 산불 피해 현장을 찾기에 앞서 낮은 산을 경제 기반으로 바꾸는 획기적인 국토 활용 공약을 발표했다.‘100미터 프로젝트 : 낮은 산, 높은 기회’라는 이름으로 발표된 이번 공약은 100m 이하의 미활용 산지를 청년 일자리 창출과 지역경제 혁신의 거점으로 삼겠다는 내용이 들어있다.

이 지사는 “전 국토의 63%가 산지인데, 그중 상당수가 활용되지 못한 채 방치되고 있는데, 바라만 보는 산에서 돈 되는 산으로 바꾸겠다.”라며 “전국 100m 이하의 낮은 산들을 전면 개발해 스마트팜 단지, 소형 첨단공장, 창업 클러스터, 청년 문화공간 등으로 조성하고, 인허가 절차도 원스톱으로 간소화함으로써 단순한 국토 개발 차원을 넘어 청년층의 지역 정착을 유도하고, 수도권 집중 해소와 지방균형발전을 동시에 노리겠다”고 말했다.

그는 또,“4대강 사업이 물을 다스리는 국가 치수(治水) 사업이었다면 100미터 프로젝트는 산을 다스리는‘치산(治山) 프로젝트’로 보아야 한다.”라며 “청년 일자리 100만 개를 창출할 수 있는 국토 대개조의 출발점”이라고 밝혔다. 이어 “지금까지는 보존과 규제 위주의 산림정책이 주를 이루었다면, 앞으로는 경제와 환경의 균형 속에서 산림 자원을 실질적으로 활용할 수 있는 구조로 바꿔야 한다.”라며 “산림정책의 대전환을 이끌겠다.”고 강조했다. 

국민의힘 당내 대통령 후보를 4인으로 압축하는 22일에는 경북지역 피해 지역과 도정을 돌볼 예정이다.

Announced under the name of the “100 Meter Project: Low Mountains, High Opportunities,” this pledge includes the content of making unused mountains under 100 meters high into a base for youth job creation and regional economic innovation.

Governor Lee said, “63% of the entire country is mountainous, and a significant portion of them are left unused. We will change mountains that are just for looking at into mountains that make money.” He added, “We will comprehensively develop low mountains under 100 meters nationwide to create smart farm complexes, small high-tech factories, startup clusters, and youth cultural spaces, and simplify the permitting and licensing procedures to one-stop, thereby going beyond simple national land development and encouraging young people to settle in the region, and simultaneously aiming to relieve concentration in the metropolitan area and achieve balanced regional development.”

He also said, “If the Four Major Rivers Project was a national water management project to control water, the 100 Meter Project should be viewed as a ‘mountain management project’ to control mountains.” He stated, “It is the starting point of a major land reorganization that can create 1 million jobs for young people.” He continued, “Up until now, forestry policies have been focused on preservation and regulation, but going forward, we need to change to a structure that can actually utilize forest resources while maintaining a balance between the economy and the environment.” He emphasized, “I will lead a major change in forestry policies.”
