의성, 안동, 청송, 영양, 영덕 등 5개 시군 주민 1,000여 명으로 구성된 ‘경북산불피해주민대책위원회’는 1일 오후 1시 용산 대통령실 앞에서 기자회견을 갖고, 오후 2시 국회의사당역 앞에서 특별법 제정을 촉구하는 대규모 집회를 열었다.

대책위는 “지난 3월 화마로 삶의 터전을 잃은 주민들이 지금까지도 일상 복구를 기다리고 있지만, 국회가 정쟁에 매몰돼 국민의 생존권을 외면하고 있다”고 강력히 비판했다.

피해 주민들은 성명서를 통해 “산불 당시 진화 지휘체계는 제대로 작동하지 않았고, 고위 관계자들의 의전만 우선됐다”며 “이후 구호와 복구 과정은 무책임과 주먹구구식에 머물렀다”고 꼬집었다. 

특히 “부실한 임시주택 지원과 절차 미비로 인한 2차 피해는 또 다른 재난”이라며 청문회 개최, 지휘 책임자 처벌, 주민 의견 반영을 요구했다.

대책위가 발표한 주요 요구안은 ▲산불피해 특별법 즉각 제정 및 배상 시행 ▲산불청문회 실시와 책임자 엄중 문책 ▲주민과의 직접 면담을 통한 재건 방향 수립 ▲정당 간 초당적 협력으로 특별법 신속 통과 등이다.

이번 집회는 대구·경북 지역 산불 피해 주민들이 처음으로 전국 단위 연대로 진행한 대규모 행동이라는 점에서 의미가 크다. 

대책위는 “국민을 위한 기관이라면 이제 말이 아닌 행동으로 보여야 한다”며 “모든 피해자가 소외되지 않도록 끝까지 함께 싸울 것”이라고 밝혔다.

이번 집회가 정치권과 정부에 경종을 울리고, 실질적인 책임 규명과 제도 개선으로 이어질지 귀추가 주목된다.
