【브레이크뉴스 안동】진예솔 기자=국민의힘 김형동 국회의원(경북 안동・예천)이 발의한 ‘감염병의 예방 및 관리에 관한 법률’ 일부개정법률안이 국회 본회의를 통과했다.

헤당 법안은 질병관리청 산하 국가첨단백신개발센터의 설립 근거를 법제화한 것으로 지난 8월 14일 발의한지 111일만에 신속하게 논의되어 국회 본회의에서 의결되었다.

신종감염병 대유행에 대비해 선제적으로 백신・치료제를 개발할 수 있도록 국가첨단백신개발센터를 설립하고, 행정・재정적 지원을 할 수 있는 근거를 마련하는 것이 주요 내용이다. 

법안이 통과됨에 따라 코로나 19, 신종인플루엔자, 중동호흡기증후군(MERS)과 같은 신종감염병에 대응할 수 있는 백신・치료제 개발 공적 시스템이 구축되었다는 평가다.

국가첨단백신개발센터는 ‘민법’규정에 따라 법인 설립을 2023년 10월에 완료했으며, 현재 경북 안동에 건립 중이다. 

김형동 의원은 해당 센터 건립을 위한 사업비로 총 32억 원(23년도 국비 10억원, 24년도 국비 22억)을 확보한 바 있다. 

김 의원은 “안동은 백신 개발에서 생산까지 이어지는 백신산업 전주기 지원 시스템을 구축해가고 있다”며 “안동의 백신・바이오 산업이 대한민국의 바이오 산업을 선도해나갈 수 있도록 끝까지 최선을 다하겠다”고 말했다.<메인사진:뉴시스>

The partial amendment bill to the ‘Infectious Disease Prevention and Management Act’ proposed by People Power Party member of the National Assembly Kim Hyung-dong (Andong, Yecheon, Gyeongbuk) passed the National Assembly plenary session.

The bill, which legislates the basis for the establishment of the National Advanced Vaccine Development Center under the Korea Disease Control and Prevention Agency, was quickly discussed and passed in the National Assembly plenary session 111 days after its proposal on August 14.

The main content is to establish the National Advanced Vaccine Development Center to preemptively develop vaccines and treatments in preparation for a new infectious disease pandemic and to establish a basis for providing administrative and financial support.

With the passage of the bill, it is evaluated that a public system for the development of vaccines and treatments that can respond to new infectious diseases such as COVID-19, new influenza, and Middle East Respiratory Syndrome (MERS) has been established.

The National Advanced Vaccine Development Center completed its establishment in October 2023 in accordance with the Civil Act, and is currently under construction in Andong, Gyeongbuk.

Rep. Kim Hyung-dong has secured a total of 3.2 billion won (1 billion won in national funds in 2023 and 2.2 billion won in national funds in 2024) as project expenses for the establishment of the center.

Rep. Kim said, “Andong is building a full-cycle support system for the vaccine industry, from vaccine development to production,” and “I will do my best to the end so that Andong’s vaccine and bio industry can lead the bio industry in Korea.”
