권영진 대구시장이 군위군의 대구시 편입법안이 2월 국회에서 처리되지 못하고 무산된 것과 관련, 법안 처리 반대입장을 표명한 김형동 의원에게는 깊은 유감을, 2월 처리를 기다린 군위군민에게 위로를 전했다.

권 시장은 이날 이례적으로 2월 국회 처리 무산에 따른 입장문을 냈다. 권 시장은 먼저 10일 국민의힘 김기현 원내대표 주재하에 대구경북 국회의원, 대구시장과 경북도지사가 모여 군위군의 대구시 편입법안의 2월 국회 처리를 위한 입장조율이 있었던 것을 보고했다. 

권 시장은 “정작 해당 상임위 법안심사위원이면서 이 법안 처리에 반대해 온 김형동 의원은 코로나19 확진자와 접촉했다는 이유로 회의 석상에 나타나지조차 않고 전화로 법안 처리에 반대 한다는 입장만 전해왔다”고 강력 비판하면서 “통합신공항의 선결조건인 군위군 대구편입 법안의 처리가 무산됨으로써 신공항건설을 위해 진행되어 오던 행정절차도 중단될 위기에 처하게 됐다”고 허탈해했다.

그러면서 권 시장은 “일부 의원들은 김형동 의원을 사보임해서라도 2월 국회에서 행안위 법안 심사소위라도 통과시키자고 김기현 원내대표에게 요청했으나 본인의 동의 없는 사보임은 불가하다는 이유로 받아들여지지 않았다”면서 “결국 2월 국회 처리는 무산됐고 다음 임시회에서나 처리해야 할 상황”이라고 전했다.

다만, 권 시장은 “이 자리에 모인 대구경북 국회의원들은 대구경북통합 신공항의 성공적인 건설을 위해서는 군위군의 대구편입 법안이 반드시 처리되어야 한다는 데 뜻을 같이 했다”고 덧붙였다. 

권 시장은 “대구경북 통합신공항 건설과 군위군의 대구시 편입 합의를 앞장서 이끌어 왔던 대구시장으로서 책임을 통감한다”며 “군위군의 대구시 편입 법안의 2월 국회 통과를 학수고대하고 계셨을 군위군민들께 진심 어린 사과와 위로의 말씀을 드린다”고 말했다.

평상시 남에 대하여 불편한 표현을 잘 하지 않는 권 시장이지만 이날 입장문은 달랐다. 권 시장은 “대구경북통합신공항 건설은 대구경북 시도민들의 한결같은 여망이자 대구경북의 미래가 달린 중차대한 과제”라는 것을 상기시키면서 “특정 개인과 집단의 정치적 희생물이 되거나 몰염치한 정치인이 반대한다고 포기할 수 있는 사안이 아니다”라고 김형동 의원을 직격했다.

그러면서 “대구경북시도민들은 통합신공항 건설이 좌초되도록 결코 내버려두지 않을 것이며 어떠한 난관이 있더라도 이를 극복하고 반드시 성공시킬 것”임을 강조하면서도 “다음 임시국회에서조차 이를 처리하지 못한다면 그로 인해 시도민들이 받게 될 좌절과 갈등은 상상할 수 없을 만큼 클 것이며 그 책임은 오늘 함께 했던 국민의힘 원내지도부와 대구경북 정치권 모두가 져야 할 것”이라고 김형동 의원의 행보를 제어하지 않은 당 지도부를 겨냥했다. 

권 시장은 특히 김형동 의원에 대해서는 ‘당부드린다‘는 표현을 사용하면서도 “국회의원 개인의 정치적 소신과 사익이 대구경북 공동체의 염원과 미래보다 앞설 순 없다.”고 강조하고 “대의를 위해 소리를 버릴 줄 아는 대승적 결단과 국회의원으로서 막중한 책무를 잊지 말라”고 선배 국회의원이자 선배 정치인, 고향 선배로서 사실상 김 의원에 경고했다.

권 시장은 이어 “대구시장인 저 또한 다음 임시국회에서 군위군의 대구시 편입법안이 반드시 통과되어 통합신공항 건설에 차질이 없도록 무거운 책임감을 갖고 앞장설 것”이라며 “바람 앞에 촛불처럼 다시 위기에 처한 대구경북의 백년대계, 통합신공항의 성공적인 건설과 그 첫 단추인 군위군 대구시 편입이 조속히 이루어질 수 있도록 끝까지 포기하지 마시고 힘과 지혜를 모아 달라”고 호소했다.
