헌법재판소가 지난 10월 23일 현행 광역의회 선거구 획정이 위헌이라는 결정을 내리면서, 대구시의회 의석을 기존 30석에서 최소 41석 이상으로 늘려야 한다는 주장이 힘을 얻고 있다.

이에 따라 의석 증원과 선거구 분할이 불가피하다는 분석이 나온다. 실제 각 구·군 인구를 기준으로 필요 의석 수를 산출하면, 인구 편차 3대1 기준을 초과하는 지역이 상당수여서 선거구 추가 조정도 피할 수 없을 전망이다.

정의당 대구시당은 지역 대표성 확대와 표의 비례성 강화를 위해 광역의회 중대선거구제 도입과 권역별 정당명부제 추진을 요구하고 있다. 민주당과 조국혁신당 등도 관련 법안을 발의하면서 논의가 본격화되는 분위기다.

정의당 대구시당 관계자는 “이번 선거구 개편 논의가 지방의회 선거제도 전반을 개선하는 계기가 돼야 한다”며 “지역 주민의 목소리가 충실히 반영되는 선거구를 만들기 위해 각 정당과 시민사회와의 협력을 이어가겠다”고 밝혔다.

군위군 편입에 따른 인구 구조 변화가 현실화되면서, 대구시의회 선거구 개편 문제는 내년 지방선거의 핵심 이슈로 자리잡는 모습이다.

As of October this year, Gunwi County's population was 22,350. This figure also aligns with the principle of allocating one seat per local government body stipulated in the Public Official Election Act.

Currently, most districts and counties in Daegu, excluding Jung-gu, Nam-gu, and Gunwi, have populations exceeding 80,000 per member of the metropolitan council.

This suggests that increasing seats and redistricting are inevitable. If the required number of seats is calculated based on the population of each district and county, many areas will exceed the 3:1 population discrepancy standard, making further district adjustments unavoidable.

The Daegu branch of the Justice Party is demanding the introduction of a multi-member district system for metropolitan councils and the implementation of a regional party list system to expand regional representation and strengthen vote proportionality. Discussions are gaining momentum, with the Democratic Party and the Cho Kuk Innovation Party also proposing related bills.

An official from the Justice Party's Daegu City chapter stated, "This electoral district reorganization discussion should serve as an opportunity to improve the overall local council election system. We will continue to collaborate with each political party and civil society to create electoral districts that faithfully reflect the voices of local residents."

With the demographic shift resulting from the incorporation of Gunwi County becoming a reality, the issue of reorganizing the Daegu City Council electoral districts appears poised to become a key issue in next year's local elections.
