【브레이크뉴스 대구】진예솔 기자=대구광역시의회(의장 장상수)가 기초의원 중대선거구 시범지역으로 지정된 수성구을 지역구를 제외한 모든 4인 선거구를 2인 선거구로 쪼개며 기초의원 중대선거구제 도입에 역행하는 결정을 내렸다.

27일 대구시의회 기획재정위원회는 2인 선거구 6개, 3인 선거구 20개, 4인 선거구 7개, 5인 선거구 1개로 결정한 대구광역시 자치구‧군의원 선거구획정위원회가 마련한 자치구‧군의원 선거구획정 조례안을 2인 선거구 18개, 3인 선거구 20개, 4인 선거구 1개, 5인 선거구 1개로 대폭 수정하여 본회의에 상정했다.

이는 기초의원 중대선거구 시범지역으로 지정된 수성구을 지역구인 수성구 라선거구와 마선거구를 제외한 모든 4인 선거구를 2인으로 쪼개기 한 것으로 기존의 획정안을 지키기 위해 시민단체와 정의당 등 진보정당 관계자와 더불어민주당 시의원 등이 항의에 나서기도 했지만 수정안은 그대로 본회의에 넘겨졌다.

이 과정에서 기획재정위원회 윤영애 위원장이 수정안 조차 명확히 밝히지 않자 더불어민주당 이진련 의원은 “대구의 정치 지형이 어떻게 바뀌느냐 하는 중요한 문제이다. 시민들이 묻는데 왜 모른 척을 하나?”며 고성이 오가기도 했다.

오후 3시에 열린 291회 임시회 본회의는 김태원 시의원을 제외한 27명이 참석한 가운데 진행되었다.

이날 회의에서는 해당 안건을 두고 더불어민주당 김혜정 의원, 이진련 의원, 김동식 의원이 반대토론에 나섰으며 김대현 의원이 찬성토론을 했다.

가장 먼저 반대토론에 나선 김혜정 의원은 “선거구획정위는 법조계, 언론계, 시민단체 등 각계의 전문가와 중립적 인사들로 구성하도록 되어있고 11명의 위원 중에는 시의회 추천 2명이 포함되어 있어서 충분히 시의회의 뜻도 전달할 수 있게 되어있다”고 설명하며 “이들이 무려 6개월의 논의 끝에 발표한 선거구 획정안을 국민의힘은 자당의 유불리만 계산해 단 하루 만에 아무런 공론의 과정도 없이 공직선거법에 의해 조정이 불가능한 두 곳을 제외하고 시행 선거구 전부를 2인 선거구로 쪼개는 몰염치한 행동을 보이고 있다.”고 비판했다.

이어 이진련 의원은 소관 상임위의 결정에 대해 “부끄럽다.”고 표현하며 “풀뿌리 민주주의 실현해보겠다는 시민의 민의를 무참히 짓밟아버리는 추악한 행위”라고 꼬집었다.

그러면서 “특정 정당이 모조리 독식하겠다는 것 시민들이 모르겠나. 기득권의 이기심으로 대구를 망치는 이런 행위는 반드시 대구 시민으로부터 심판을 받을 것”이라고 지적하며 “의회의 다양성을 확보하는데 에 주저하지 말아 달라.”며 호소했다.

이에 찬성 토론에 나선 김대현 의원은 “역대 최고로 늦어진 선거구 획정으로 고작 한달 정도 남은 선거일 가운데 선거구가 조정된다면 대단히 혼란스러워 질 것”이라고 주장하며 “중대선거가 가지는 장점도 있고 단점도 있는 것이 사실이며 그만큼 정답이 없다.”고 말했다.

이와 같은 김대현 의원의 주장에 김동식 의원은 “사실과 다르다”고 비판하며 “4년 전 선거구 획정위에서 만든 4인 선거구도 의회에서 모두 2인 선거구로 쪼갰다”고 설명했다.

그러면서 “정치적으로 중립적 인사들로 구성된 선거구획정위가 계속적으로 4인 선거구를 만들자는데 대구시의회는 계속해서 2인 선거구로 쪼개는걸까? 좀 솔직해지자”며 “4인 선거구로 하면 150여 명의 기초의원 중 기껏 6명 정도가 국민의힘이 아닌 다른 당에서 당선 될 텐데 그것을 막기 위해 쪼갠 것”이라고 주장했다.

그는 “이번이라도 획정안을 그대로 받아들여서 지방자치제가 잘 돌아가는 지보고 문제가 생기면 4년 뒤에 다시 2인 선거구로 쪼개시면 되지 않나”고 덧붙여 말했다.

이어진 표결에서는 재석 의원 27명 중 더불어민주당 소속 의원인 김동식, 김성태, 김혜정, 이진련 등 4명의 의원이 반대했고, 국민의힘 배지숙, 무소속 박갑상 의원이 기권했다.

김규학, 김대현, 김원규, 김재우, 김지만, 박우근, 송영헌, 윤영애, 이만규, 이시복, 이영애, 이태손, 임태상, 장상수, 전경원, 정천락, 하병문, 홍인표, 황순자, 안경은, 윤기배 의원 등 21명은 찬성에 표를 던졌다.
