【브레이크뉴스 대구】진예솔 기자=대구·경북 시·도 행정통합 논의가 본격적으로 추진되면서 국민의힘 내부에서 엇갈린 목소리가 나오고 있다.

통합을 더 이상 미룰 수 없는 '결단의 문제'로 보는 시각과, 충분한 준비 없이 속도를 내다 자칫 지역에 혼란만 더할 수 있다는 우려가 맞서고 있는 것이다.

이는 통합의 당위성에는 공감하면서도, 실효성과 재원 대책, 권한 이양 범위가 충분히 정리되지 않은 상태에서 입법 시계만 먼저 돌아가고 있다는 불안감이 반영된 결과로 읽힌다.

11일 대구를 찾은 장동혁 국민의힘 대표는 "대구·경북 통합에는 찬성하지만 졸속 추진에는 반대한다"고 밝혔다. 그러면서 “재정·예산·허가권 등 실질적 권한이 중앙정부로부터 이양돼야 통합의 의미가 있다”고 말해 속도보다는 조건을 분명히 하자는 메시지를 냈다.

앞서 10일에는 당 지도부와 TK 지역 의원들이 긴급 간담회를 열어 행정통합 관련 지역 의견을 수렴했다. 송언석 원내대표는 간담회 직후 “여야 협의 없이 상임위에서 일방적으로 밀어붙이는 입법은 중단되어야 한다”며 충분한 논의를 거칠 필요성을 재차 강조했다.

이인선 의원은 대정부 질문을 통해 정부가 추진 중인 ‘속도전식’ 통합 방안에 대해 우려를 표했다. 그는 “국가적으로 좋은 기회인 것은 맞지만, 특별법을 제대로 다듬고 권한 이양과 재정지원 방안까지 마련하려면 시간이 부족하다”며 “지금처럼 속도를 내면 부작용이 클 수 있다”고 지적했다. 

이어 “정부가 추진한다고 해서 정치권이 열심히 법을 준비했는데, 만약 특례를 주지 못한다면 행정통합을 할 이유가 없다”고 강조했다.

반면 통합 추진에 보다 강한 드라이브를 걸어야 한다는 주장도 만만치 않다. 

장동혁 대표가 대구에서 통합 신중론을 언급한 날 윤재옥 의원은 성명을 통해 대구·경북 행정통합을 “시대적 과제이자 생존의 문제”로 규정하며, 정치적 유불리를 따질 시간이 없다고 강조했다. 

윤 의원은 “당 지도부 역시 관망하는 위치에 머물 것이 아니라, 행동으로 통합의 결단을 이끌어야 한다”며 중앙당 차원의 명확한 입장 정리와 추진 의지를 요구하기도 했다. 통합 논의가 지역 정치권 내부의 이해관계에 매몰돼서는 안 된다는 메시지로 해석된다.

이철우 경상북도지사는 11일 경북도청 브리핑룸에서 기자회견을 열고 TK 행정통합 추진 의지를 공식적으로 밝혔다. 그는 “대구·경북은 2019년부터 전국에서 가장 먼저, 그리고 누구보다 적극적으로 행정통합을 추진해왔다”며 “행정통합은 반드시 이뤄져야 한다”고 강조했다.

이 지사는 또 “법안에 담긴 일부 특례 수용에 대해 아쉬움이나 우려의 목소리가 있을 수 있지만, 대한민국 역사를 바꿀 통합이 한 번에 완성될 순 없다”며 “우선 특별법 제정을 통해 통합의 방향과 내용을 명확히 하고, 앞으로 협의를 통해 보완해 나가야 한다”고 덧붙였다.

주호영 국회부의장이 대구·경북 행정통합과 관련해 ‘선 통합 후 보완’ 원칙을 견지하고 있다.  그는 “일단 통합을 먼저 추진하고, 부족한 부분은 점차 보완해 나가는 방식이 필요하다”며 지역 소멸 위기와 수도권 집중 심화라는 구조적 문제 앞에서 정치권이 결단을 미루고 있다고 지적했다.

통합 논의의 최대 쟁점은 '실질적 권한 이양' 여부다. 단순한 행정구역 통합이나 명칭 변경에 그칠 경우, 행정 효율성이나 경쟁력 제고와 같은 기대 효과는 제한적일 수밖에 없다는 지적이 제기된다. 결국 재정 및 예산권, 인허가권, 조직 운영 권한을 어디까지 지역에 넘길지가 통합 성공의 핵심 변수로 부상하고 있다.

재원 문제 역시 민감한 쟁점이다. 통합 과정에서 대규모 재정 지원이 이뤄지면, 단기적인 성과에 집착한 '보여주기식 예산'이 될 수 있다는 우려도 나온다. 장기적으로 재정 배분 구조를 어떻게 설계할지, 통합 이후 기초지자체의 재정 부담을 어떻게 조정할지에 대한 구체적인 방안이 제시되지 않을 경우, 지역 내 갈등이 더 커질 가능성도 있다.

입법 절차를 둘러싼 정치적 리스크도 만만치 않다. 여야 간 협의가 충분하지 않은 상태에서 법안이 처리될 경우, 통합이 정치 쟁점화되며 민심 이반으로 이어질 수 있다는 관측이다. 

광역지자체 행정통합이 국가적 주요 의제로 부상한 상황에서, TK 지역의 정치 지형에도 상당한 파급 효과를 미칠 것이라는 분석이 나오고 있다.

As discussions on the administrative integration of Daegu and Gyeongbuk provinces begin in earnest, conflicting voices are emerging within the People Power Party.

Some view the integration as a matter of decisive action that can no longer be delayed, while others worry that rushing ahead without sufficient preparation could only lead to further regional chaos.

While there is agreement on the necessity of the integration, this reflects a growing anxiety that the legislative clock is ticking without sufficiently establishing the effectiveness, funding measures, and scope of authority transfer.

People Power Party leader Jang Dong-hyuk, who visited Daegu on the 11th, stated, "I support the integration of Daegu and Gyeongbuk, but I oppose its hasty implementation." He added, "The integration will only be meaningful if substantive authority, including financial, budgetary, and licensing authority, is transferred from the central government," sending a message that the parties should prioritize conditions over speed.

On the 10th, party leaders and TK regional lawmakers held an emergency meeting to gather regional opinions on the administrative integration. Immediately following the meeting, floor leader Song Eon-seok reiterated the need for thorough discussion, stating, "The unilateral push through legislation by standing committees without consultation between the ruling and opposition parties must stop."

Representative Lee In-sun, in a question-and-answer session with the government, expressed concern about the government's "speed battle" approach to integration. He stated, "While this is a valuable opportunity for the nation, we don't have enough time to properly refine the special law, devolve authority, and establish financial support measures." He added, "If we continue to rush, the negative consequences of this current trend could be significant."

He continued, "Just because the government is pushing for it, the political world has diligently prepared the law. If we can't provide special exemptions, there's no reason to pursue administrative integration."

On the other hand, there are considerable arguments for a more robust push for integration.

On the same day that Representative Jang Dong-hyuk raised the issue of cautious integration in Daegu, Representative Yoon Jae-ok released a statement, defining the Daegu-Gyeongbuk administrative integration as "a task of our time and a matter of survival," emphasizing that there is no time to weigh political pros and cons.

Rep. Yoon also called for a clear position and commitment from the central party, stating, "The party leadership should not remain in a wait-and-see position, but should lead the decision to integrate through action." This is interpreted as a message that integration discussions should not be mired in internal political interests within regional political circles.

Governor Lee Cheol-woo of North Gyeongsang Province officially announced his commitment to the TK administrative integration at a press conference held in the briefing room of the North Gyeongsang Province Government Building on the 11th. He stated, "Daegu and North Gyeongsang Province have been the first and most proactive in pursuing administrative integration nationwide since 2019," and emphasized, "Administrative integration must be achieved."

Governor Lee added, "There may be regrets or concerns about the acceptance of certain special provisions in the bill, but integration that will change the course of Korean history cannot be achieved overnight. We must first clarify the direction and content of integration through the enactment of a special law, and then refine it through future consultations."

National Assembly Vice Speaker Joo Ho-young maintains the principle of "integration first, then supplementation" regarding the administrative integration of Daegu and Gyeongbuk. He stated, "We need to prioritize integration and gradually address any shortcomings," pointing out that politicians are delaying a decision in the face of structural problems such as the threat of regional extinction and the deepening concentration of power in the metropolitan area.

The biggest issue in the integration debate is whether there will be a "substantial transfer of authority." It is argued that if the plan ends with a simple administrative district merger or name change, the expected benefits, such as improved administrative efficiency and competitiveness, will be limited. Ultimately, the extent to which financial and budgetary authority, licensing authority, and organizational management authority are transferred to local governments is emerging as a key variable in the success of the integration.

Financial resources are also a sensitive issue. Concerns are raised that large-scale financial support during the integration process could result in a "show budget" focused on short-term results. Without concrete plans for a long-term fiscal allocation structure and for adjusting the financial burden on local governments after the integration, conflict within the region could intensify.

The political risks surrounding the legislative process are significant. If the bill is passed without sufficient consultation between the ruling and opposition parties, the integration could become a political issue and lead to public dissent.

With the administrative integration of metropolitan and provincial governments emerging as a key national agenda, some analysts predict it will have a significant ripple effect on the political landscape in the TK region.
