【브레이크뉴스 경북 】이성현 기자=경북도의회 교육위원회 행정사무감사는 11일 오전 군위교육지원청에서 군위와 청송, 영양 교육지원청을 대상으로 실시됐다.

감사에서 첫 질문자로 나선 정세헌 의원은 새로 부임한 교육장들의 애로 사항을 물었다.  각 지역 교육장들은 작은 도시의 특성에서 오는 어려움을 토로하며 관심을 당부해 눈길을 끌었다

특히 학생수는 적지만 대부분의 학생들이 홀로 가정과 다문화적인 특성을 가지고 있어 소통의 어려움과 아이들의 정서에 상당히 많은 투자와 관심이 필요하다고 호소했다. 청송 교육장은 또 사택 이용의 불편함을 간절하게 호소했다.

조현일 위원장은 이에 대해 “아픔과 고통을 잘 알고 있다”며 “그럼에도 불구하고 학교가 학생들을 놓으면 안된다 ”며 “학교 밖 아이들로 만들면 안된다. 학교장, 교육장이 그런 것을 하는 것”이라고 위로했다.

이어 그는 “누군가는 똑같은 환경에서 소외를 당하고 있다”면서 “교육 현장이 이러한 편견과 고통을 해결하는 역할을 해줘야 한다”고 강조했다. 특히 , 영양 교육장의 이야기를 예로 들며 “정서적 교육이 얼마나 중요한지 새삼 감동이 몰려온다”고 전했다.

정 의원은 이외에 코로나 정국에서의 교육행정협의회 횟수를 묻고는 “코로나 관련한 협의회(임시회)를 추가로 했어야 하는 것은 아니냐”고 물었다.

권광택 의원은 500만원 짜리 수의 계약에 대하여 지적했다. 이에 대하여 청송 교육장은 “지역 기업 경제에 관심을 가져 주어 감사하다”면서 “예전의 경우 프로그램의 특성상 외지 업체와의 관계가 있었던 것으로 안다.

그러나 최근에는 프로그램의 특화와 더불어 지역 업체와 계약하는 비율이 높아지고 있다”고 설명했다 ‘권 의원은 또 이월되는 예산이 없도록 학생들에게 더 많이 투자할 것을 당부하면서 2020년도 이월되는 예산의 규모를 물었다.

이에 대해서는 청송을 제외하고는 이월 예산이 없음이 확인됐다. 청송의 경우에는 시설의 증개축 때문에 나타나는 어쩔 수 없는 상황으로 지역 교육지원청은 상반기 코로나 19로 인해 위축됐던 행사와 프로그램을 후반기 새로운 프로그램을 발굴하고 개발해 집중 투입하고 있는 것으로 알려졌다.

박용선 의원은 인구 절벽에 부딪힌 작은 도시 학교의 현실을 안타까워하며 “대한민국 지방의 현실을 보는 것 같아 안타깝다”고 했다.

이어 “평생교육 분야에도 확대 할 필요가 있을 것 같다”고 덧붙였다.  박 의원은 이어 “경북교육청은 청렴도가 뒷걸음치고 있는데, 군위 같은 경우는 어떻게 해서 정반대의 결과가 나오느냐”고 비결을 물었다.

이에 군위교육장은 직원들을 대상으로 별도의 청렴 교율 프로그램을 추진하고 있다“고 답했다. 박 의원은 ” 좋은 프로그램을 다른 지원청과도 공유 했으면 좋겠다“고 덧붙였다.

청송에는 ‘항일 의병의 길‘ 프로그램에 관심을 보였다. 학생들이 애국심을 가질 수 있도록 부탁하자, 청송 교육장은 “지역적 특성상 항일 의병 관련한 유적지가 많은데 이를 활용한 프로그램 활용하고 있다”고 말했다.

박 의원은 “특수 학생 교육의 어려움과 사택 등의 어려움에 대한 건의 언제든지 해달라.”는 당부도 곁들였다.

박미경 의원은 오전 감사에서 수의 계약과 관련한 추가 자료를 요청하고, 오후 감사에서 이에 관련한 질의를 이어나갔다.

김희수 의원은 인성 교육 예산에 대하여 질의했다. 지역별로 상황은 다르지만 군위 같은 경우는 년 1300만 원 정도에 불과한 것으로 나타났다. 이 예산을 가지고 어떤 인성 교육 프로그램을 운영할 수 있을지 의문이 이는 부문이다.

김 의원은 학교의 역할을 강조하며 인성 교육의 절대적 필요성을 강조했다. 김 의원은 미국 의 사례를 들어가며 인성을 강조하고 또 강조했다.
