이번 경진대회는 전국 광역·기초 지방의회를 대상으로 실시되었으며, 총 101건의 사례가 접수됐다. 이 가운데 경북도의회는 본선 진출 12개 사례에 포함되며 우수조례로 선정되는 성과를 거뒀다.

김 의원이 지난 3월 대표 발의해 제정된 해당 조례는 전국 최초로 친환경 어구 사용 촉진을 위한 법적 근거를 마련한 점에서 높은 평가를 받았다. 조례에는 ▲친환경 어구 개발 및 사용 확대 ▲폐어구 수거·처리 ▲어구보증금제 교육·홍보 ▲무인반납시스템 구축 등 5개 분야 지원사업과 실태조사 및 협력체계 구축 등 해양환경 보호를 위한 종합적 지원체계가 담겼다.

조례는 제정 직후 실질적인 정책 성과로 이어졌다는 점에서도 주목받고 있다. 2025년 제2회 추가경정예산에서 신규사업으로 총 3억 3천만 원(도비 1억 원, 시·군비 2억 3,300만 원)이 반영돼, 영덕·울진 지역 25척 어선에 친환경 어구를 보급하는 사업이 추진 중이다.

한편 우리나라에서는 연간 해양쓰레기 14만5천 톤 중 폐어구가 3만8천 톤(26.2%)을 차지하고, 유령어업으로 인한 수산자원 감소 피해액이 연 4천억 원에 달하는 것으로 추정되는 등 해양 생태계 보전의 필요성이 지속적으로 제기돼 왔다.

김재준 의원은 “전국 최초로 제정한 친환경 어구 조례가 행정안전부에서 우수사례로 평가받아 기쁘다”며 “입법 과정에 그치지 않고 즉시 예산 확보까지 연계돼 실제 정책으로 이어졌다는 점에서 의미가 크다”고 말했다. 이어 그는 “향후 사업 대상지역과 지원 규모를 단계적으로 확대해 어업인이 체감할 수 있는 정책을 실현하고, 지속 가능한 수산업과 해양생태계 보전을 위해 최선을 다하겠다”고 강조했다.

한편 이번 우수사례 경진대회는 21일 울산전시컨벤션센터에서 열렸으며, 김 의원은 직접 조례 추진 배경과 성과를 발표해 참가자들로부터 호평을 받았다.

The 'Ordinance to Promote the Use of Eco-Friendly Fishing Gear to Protect the Marine Ecosystem of Gyeongsangbuk-do,' sponsored by Gyeongsangbuk-do Provincial Council Member Kim Jae-jun (Uljin), has advanced to the finals of the '2025 Local Council Best Practice Competition' hosted by the Ministry of the Interior and Safety.

This competition was open to local councils across the country, with a total of 101 submissions received. Of these, the Gyeongsangbuk-do Provincial Council was one of 12 to advance to the finals and was selected as an excellent ordinance.

The ordinance, introduced by Representative Kim in March and enacted, received high praise for establishing the first legal basis in the country to promote the use of eco-friendly fishing gear. The ordinance includes five areas of support: ▲Expanding the development and use of eco-friendly fishing gear ▲Collection and disposal of discarded fishing gear ▲Education and promotion of the fishing gear deposit system ▲Establishment of an unmanned return system. It also includes on-site surveys and the establishment of a cooperative system, establishing a comprehensive support system for marine environment protection.

The ordinance is also notable for leading to tangible policy outcomes immediately after its enactment. A project to distribute eco-friendly fishing gear to 25 fishing vessels in the Yeongdeok and Uljin areas is currently underway.

Meanwhile, discarded fishing gear accounts for 38,000 tons (26.2%) of the 145,000 tons of marine debris annually in South Korea. The annual loss of fishery resources due to ghost fishing is estimated at KRW 400 billion. This highlights the ongoing need for marine ecosystem conservation.

Rep. Kim Jae-jun said, "I am delighted that the Ministry of the Interior and Safety has recognized the eco-friendly fishing gear ordinance, the first of its kind in the nation, as a best practice." He added, "It is significant that it went beyond the legislative process and immediately secured funding, leading to actual policy implementation." He continued, "We will gradually expand the target areas and support scale to implement policies that fishermen can truly appreciate. We will do our utmost to ensure a sustainable fishing industry and preserve the marine ecosystem."

Meanwhile, the Best Practices Competition was held at the Ulsan Exhibition and Convention Center on the 21st. Rep. Kim personally presented the background and achievements of the ordinance, receiving rave reviews from participants.
