20일, 민주당 경북도당은 지난 2017년 12월 경북도가 군위 산타클로스 골프고등학교와 연계한 골프장 조성 사업을 승인한 것에 대해 “지역개발사업 관련법을 앞세워 시세차액을 노리는 사업주들의 꼼수에 대응하는 경북도의 안일한 행정을 지적하지 않을 수 없다.”고 지적했다.

민주당은 “A학교법인 사업자가 2004년 군위군 소보면 산법리 일원 141만여㎡에 골프특성화고와 골프장을 짓겠다며 경북도교육청에 승인을 받았다가 지난 2011년에 도교육청에 학교설립 계획은 취소하고 2017년 골프장 사업계획만 제출해 경북도의 승인을 받았다.”고 설명했다.

군위군 소보면 골프장 사업부지는 당시 농림지역으로 개발이 불가능 한 땅이었으나 2017년 골프장 사업이 승인되면서 이 땅은 ㎡당 10만 원 정도 올랐고 A학교법인 사업자는 2018년 골프장 부지와 골프사업권만 민간업체 B씨에게 매각해 수백억 원의 시세차익을 본 것으로 추정된다.

이 가운데 이철우 경북도지사는 작년 10월 경상북도 국정감사에서 당초 학교설립 계획이 취소된 상황에서 골프장 사업이 승인된 배경을 묻자 “일대 지역 주민들에게 지원이 돌아갈 수 있도록 대안을 찾아보겠다.”고 말하면서 “하지만 골프장을 다 지었는데 (골프고가 없다고)그렇다고 골프장 운영을 하지 않을 수는 없는 일 아니냐”고 반박했다.

그러나 감사원은 경북도가 도교육청과 협의 없이 실시계획을 승인해 준 것은 관련법 위반이라 결론을 내렸고 국감이후 경북도가 국토교통부에 질의한 결과 ‘학교설립 없이는 공사재개가 불가하다’는 답변을 받아 작년 12월 마무리 공사 중이던 골프장에 ‘공사중지 명령’을 내린 것으로 알려진다.

이에 대해 민주당 경북도당은 “이 지사의 뜻은 무위에 그치고 말았다.”면서 “사업주의 자기자본금 상향조정 뿐만 아니라 골프장 허가만 받고 사업권 전매를 통해 부당이득을 챙기는 사업자에 대해 전매불허를 비롯한 강력한 고발조치 등 재발방지를 위한 근본대책 마련을 촉구한다.”고 밝혔다.
