그러나 시민들과 시민단체는 2020년 기준 구미시의 부채가 2098억 원으로 역대 최고를 기록하여 경북 23개 시군 가운데 최악인 데다 이미 박정희 기념사업에 들어간 돈만 1300억 원에 달하는 상황에 1000억 원이라는 혈세를 들여 숭모관을 짓는 것에 대해 부정적인 입장이다.

민주당 경북도당은 “지금 추세를 보면 구미시의 인구는 곧 40만선이 무너질 위기에 처해있다.”고 지적하며 “대한민국 산업화의 주축이던 구미는 지금 기업 이탈이 가속화되고 일자리 감소로 서민들의 삶은 갈수록 궁핍해지고 있다.”고 꼬집었다.

그러면서 “윤 대통령의 구미방문에 맞추어 정권 홍보를 위해 즉흥적으로 발표된 1000억 원 짜리 숭모관으로 박정희 우상화에 매달릴 것이 아니라 가스비, 기름값, 전기세 등으로 힘들어하는 구미 시민들의 민생을 챙겨야 한다.”고 강조했다.
