민주당 구미갑·을 지역위원회(구미갑 김철호 위원장, 구미을 이상호 위원장 직무대행)는 24일 구미경찰서 앞에서 기자회견을 열고, 낙동강 도시 생태축 복원 사업 과정에서 발생한 ‘사토 매각 비리 의혹’과 관련해 철저한 수사에 나설 것을 요구하는 성명서와 수사 촉구 서한을 경찰에 전달했다.

지역위는 최근 경상북도 감사 결과를 근거로 “그동안 제기돼 온 사토 매각 비리 의혹이 단순한 정치적 공방이 아니라, 공식 감사로 확인된 행정적 사실임이 명백해졌다”며 “더 이상 내부 행정 조치로 끝낼 사안이 아니라 형사적 수사가 반드시 필요하다”고 밝혔다.

경북도 감사 결과에 따르면, 구미시가 추진한 해당 사업의 사토 매각 과정에서는 단가 산정의 부적절성, 입찰 공정성 훼손, 계약 이행 관리 부실 등 전반적인 행정 절차에서 중대한 문제가 있는 것으로 확인됐다. 실제로 사토는 구미시 평균 거래 단가보다 3배 이상 낮은 가격으로 매각됐고, 입찰 공고는 온비드가 아닌 토석정보시스템에만 게시돼 특정 업체에 유리하게 작용했다는 지적을 받았다.

또한 운반 거리 산정 과정에서 공사비가 약 5억 원 증액된 정황이 포착됐으며, 시공사가 계약 조건을 위반해 사토를 제 3자에게 재판매했음에도 구미시가 이를 사실상 방치한 점도 감사에서 드러났다.

민주당 구미갑·을 지역위는 “이 같은 일련의 행위는 단순한 행정 착오로 보기 어렵고, 공무원과 업체 간 유착 구조에 의한 범죄 가능성을 배제할 수 없다”며 “시민의 재산을 관리·처분하는 기본 원칙이 무너진 중대한 사안”이라고 지적했다.  

특히 경북도가 관련 공무원에 대한 중징계와 수사 의뢰를 권고했음에도, 구미시가 행정 징계 절차에만 머무르려는 태도를 보이고 있다며 강하게 비판했다. 지역위는 “꼬리 자르기식 행정 징계로는 비리의 실체를 규명할 수 없다”고 강조했다.

이들은 구미경찰서에 △경북도 권고에 따른 즉각적이고 철저한 수사 착수 △관련자 전원에 대한 성역 없는 조사 △구미시의 적극적인 수사 협조를 촉구했다. 민주당 구미갑·을 지역위원회는 “사토 매각 비리 의혹의 진상 규명과 책임자 처벌이 이뤄질 때까지 끝까지 감시하고 대응해 나가겠다”고 밝혔다.

According to the results of the audit by Gyeongsangbuk-do Province, the sand soil sale process for the project in question, promoted by Gumi City, was found to have significant problems throughout the administrative process, including inappropriate unit price calculations, undermined bidding fairness, and inadequate contract management. In fact, the sand soil was sold at a price more than three times lower than the average transaction price in Gumi City. The committee emphasized, "The truth of the corruption cannot be uncovered through a tail-cutting administrative disciplinary action."

They urged the Gumi Police Station to: 1) immediately and thoroughly investigate in accordance with Gyeongsangbuk-do Province's recommendation; 2) conduct an impartial investigation of all involved; and 3) actively cooperate with the investigation by Gumi City.
