구미시는 2025년 제1회 추가경정예산으로 ‘RISE(지역혁신중심 대학지원체계) 사업’에 22억 원을 신규 편성했다고 21일 밝혔다. 올해 총사업비는 국비 220억 원을 포함해 242억 원에 달한다.
RISE 사업은 교육부 주관으로 대학재정지원사업 5개(RIS, LINC 3.0, LiFE, HiVE, 지방대활성화)를 통합한 국가 핵심 정책으로, 대학을 지역혁신 거점으로 육성해 ‘인재양성-취업-정주’ 선순환 구조를 마련하고 청년 유출과 지방소멸 문제에 대응하는 것이 목표다.
구미시는 전체 17개 과제에 선정돼 향후 5년간 최대 국비 1,100억 원을 확보했으며, 이는 경북도 내 대학 수 대비 최다 과제수로 라이즈 사업 성과 극대화가 기대된다. 대학, 지자체, 지역 기업·기관이 참여하는 대학별 라이즈 위원회를 구성해 지역 현안 해결과 실질적 협업 체계를 운영한다.
각 대학별 과제를 보면, △금오공대는 반도체·방산 핵심기업 육성과 AI·지능형 제조 분야 인재 양성을 통해 구미산단 경쟁력 회복을 추진한다. △경운대는 도심항공교통(UAM)·항공방산 기반을 확충하고, 스마트물류 및 항공교통관제 전문인력 육성에 집중한다. △구미대는 현장실무형 고급인재 양성과 푸드테크 특화과정 운영을 통해 산업 수요 맞춤형 역량을 강화한다.
또한 금오공대·경운대·구미대는 3개 대학 연합 모델인 ‘MEGAversity’를 통해 글로벌 캠퍼스를 통합 운영하며, 유학생의 학기·산업 현장 경험·졸업 후 지역 정착까지 지원할 계획이다.
김장호 구미시장은 “RISE 사업은 지역대학에서 성장한 인재가 지역에 머물며 일자리를 갖고 정착할 수 있도록 돕는 핵심 사업”이라며 “구미시는 지역과 대학이 함께 발전할 수 있는 생태계를 만들기 위해 아낌없이 지원하겠다”고 말했다.

Gumi City has been selected for 17 projects, securing up to KRW 110 billion in national funding over the next five years. This represents the largest number of projects compared to the number of universities in Gyeongbuk Province, and is expected to maximize the success of the RISE project. Each university will form a RISE committee, comprised of universities, local governments, and local businesses and organizations, to address local issues and operate a practical collaborative system.
The projects outlined by each university include: Kumoh National Institute of Technology will foster core semiconductor and defense companies and cultivate talent in AI and intelligent manufacturing to revitalize the competitiveness of the Gumi Industrial Complex. Kyungwoon University will focus on expanding its infrastructure for urban air mobility (UAM) and the aviation and defense industry, and nurturing professionals in smart logistics and air traffic control. Gumi University will strengthen its capabilities tailored to industry needs by fostering high-caliber, practical talent and operating specialized food technology programs.
Furthermore, Kumoh National Institute of Technology, Kyungwoon University, and Gumi University will operate a unified global campus through "MEGAversity," a joint model of the three universities. They will support international students throughout their semesters, industrial experience, and post-graduation settlement in the region.
Gumi Mayor Kim Jang-ho stated, "The RISE project is a key initiative that helps talented individuals who have developed at local universities remain in the region, find jobs, and settle down. Gumi City will spare no effort in supporting the creation of an ecosystem where the region and universities can thrive together."
