‘공직선거법 개정안’을 대표발의한 박형수 의원은 “소선거구제의 폐단을 시정하기 위해서는 중선거구제 도입이 시급하다”며 개정안 발의 이유를 밝혔다. 

현행 공선법상 선거구제는 254개 지역구에서 1명씩만 선출하는 ‘소선거구제’를 채택하고 있다.  

‘승자독식’구조인 소선거구제를 일률적으로 시행하다 보니, 사표가 많아져 민심을 왜곡하게 되고 정당 단위 비례성이 맞지 않아 득표율과 의석비율이 비례하지 않는 사례가 발생할 수밖에 없었다. 

더욱 큰 문제점은 ‘전부’ 아니면 ‘전무’가 되는 선출방식으로 인해 선거가 갈수록 치열해지고 있으며 그 후유증으로 진영 간, 지역 간 갈등의 골은 더욱 깊어지고 있다는 것이다. 

이에 박 의원은 “도농 간의 인구밀도 차이를 고려하지 않고 중선거구제를 일률적으로 도입할 경우 농촌 지역의 낮은 인구밀도 탓에 초광역선거구가 생길 수 있는 점을 고려해 대도시는 중선거구제를, 그 외의 농촌 지역 등은 소선거구제를 채택하는 ‘도농복합형 중선거구제’를 도입해야한다”고 주장했다. 

특별시·광역시 및 지방자치법상 대도시로 분류되는 인구 50만 이상인 국회의원 지역구에서는 2명 이상 4명 이하를 뽑는 중선거구제를 도입하고, 그 이외의 지역에서는 소선거구제를 유지하도록 한 것이다. 

박형수 의원은 “소선거구제의 폐단으로 갈수록 진영 정치가 격화되고 있는 상황에서 현행과 같은 소선거구제를 유지한다면 우리나라 의회정치의 미래는 없다고 판단했다”며 “개정안이 국회 본회의를 통과하여 모쪼록 23대 국회 이후로는 진영 간, 지역 간 갈등이 완화되고 여야 협치 등 의회정치의 기능이 복원되기를 희망한다”고 말했다.

Rep. Park Hyung-soo, who proposed the ‘Public Official Election Act Amendment’, stated the reason for proposing the amendment, saying, “In order to correct the evils of the single-member district system, the introduction of the single-member district system is urgent.”

Under the current Public Official Election Act, the single-member district system is adopted, in which only one person is elected from each of the 254 districts.

Since the single-member district system, which is a ‘winner-takes-all’ structure, was uniformly implemented, the number of unsold votes increased, distorting public sentiment, and cases where the proportion of party units was not proportional and the voting rate and the seat ratio were not proportional inevitably occurred.

The bigger problem is that the election system, which is either ‘all’ or ‘nothing’, is making the election more intense, and as a result, the conflict between camps and regions is deepening.

In response, Rep. Park argued, “If the multi-member district system is introduced uniformly without considering the difference in population density between urban and rural areas, the low population density in rural areas could lead to the creation of ultra-metropolitan districts. Therefore, we should introduce an ‘urban-rural composite multi-member district system’ in which large cities adopt the multi-member district system and other rural areas adopt the single-member district system.”

In special cities, metropolitan cities, and large cities classified as large cities under the Local Autonomy Act, the multi-member district system is introduced, which elects 2 to 4 members, while other regions maintain the single-member district system.

Rep. Park Hyung-soo said, “As partisan politics is becoming increasingly intense due to the evils of the single-member district system, I have concluded that there is no future for parliamentary politics in our country if we maintain the current single-member district system.” He added, “I hope that the amendment will pass the plenary session of the National Assembly so that, after the 23rd National Assembly, the conflicts between factions and regions will be alleviated and the functions of parliamentary politics, such as cooperation between the ruling and opposition parties, will be restored.”
