27일 임 의원은 ‘군인사법 일부개정법률안’,‘병역법 일부개정법률안’을 대표발의했다.

저출생으로 인해 병역 자원이 급감하고 전쟁의 양상이 지능화 전쟁으로 변모하는 등 국내외 안보환경이 급변함에 따라 병력구조를 기존의 병 중심에서 숙련된 간부 중심으로 재편하는 한편, 예비역의 평시 운용 등을 통해 예비전력을 정예화 할 필요성이 높아지고 있다.

국군 병력을 50만 명으로 유지하려면 매년 22만 명이 충원되어야 하나, 2015년 37만 명이던 20세 남자 인구는 2025년 23만 명, 2036년부터 22만 명 이하, 2040년 14만 명, 2042년엔 12만 명까지 급감해 2040년대에는 30만 명도 유지하기 어려울 것이라는 전망이 나온다.

현행법은 현역 연령정년에 도달한 군 간부, 20년 이상 현역에 복무한 사람 또는 여군으로 현역을 마친 사람은 퇴역 대상이 되나 여군으로 복무한 사람은 희망할 경우 일정기간 예비역으로 복무할 수 있다고 명시하고 있다.

이에 임 의원은 개정안을 통해 퇴역 시점에 도달한 장교, 준사관 및 부사관이 희망하는 경우에는 예비역에 지원하여 일정 기간 예비역으로 복무할 수 있는 법적 근거를 마련함으로써 우수한 예비전력 자원을 확보하고 전시 즉각적인 전투력 발휘를 보장할 수 있도록 했다.

임종득 의원은 “상비군 중심 운용이 점점 어려워지는 상황이므로 미국을 비롯한 세계 각국에서도 발 빠르게 예비전력 정예화에 나서고 있다”며 “국가 차원에서 대책을 마련하고 필요한 투자와 예산 책정이 원활히 이루어질 수 있도록 국회의원으로서 책무를 다하겠다”고 했다.
