국민의힘 임종득 국회의원(경북 영주시영양군봉화군)이 육군으로부터 제출받은 자료에 따르면 2017년부터 2023년까지 숙련 헬기 조종사 471명이 군을 떠난 것으로 나타났다.

국방혁신4.0 추진으로 육군의 헬기 보유량은 2031년까지 17.7%가 증가될 예정이며 그에 따른 조종사 소요도 12.8% 가량 추가되어야 할 것으로 전망된다.

육군 항공 조종사 유출은 10년의 의무복무 기간이 끝나고 평균 5년 이내 1차로 발생하고 근속 15년에서 20년차 사이에 가장 많이 발생하는 것으로 확인된다.

현재 수준에서도 보유 항공기 대비 정조종사 인력확보는 76.5% 수준으로 절대 부족한 상황이며 전력 유출을 막기 위한 대책 마련이 강구된다.

이에 육군은 장교 조종사 5년차 전역 통제, 일부 조종직위 군무원 전환, 양성교육 확대, 조종사 의무 복무 연장 등을 추진 중인 것으로 나타났다.

그러나 숙련 조종사들을 대상으로 한 설문조사에서 연장복무 장려수당을 신설하면 계속 복무하겠다고 응답한 인원이 96% 이상인 것으로 나타나 육군이 조종사 수요에 맞는 방안을 제시해야 한다는 지적이 뒤따르고 있다.

임종득 의원은 “연장복무 장려수당은 조종사 유출방지 목적 외에도 묵묵히 어려운 임무를 성실히 수행하고 있는 조종사들에 대한 예우와 보상차원에서도 반드시 필요하다”며 “정부안에는 예산이 반영돼 있지 않으나 심사 과정에서 예산을 반영해 수요에 부합하는 제도가 신설되도록 노력하겠다”고 했다.
