오는 9일 오후 2시부터 5시까지 국회 본청 316호에서 열리는 이번 토론회는 국회의원 차규근과 경북산불 5개 시·군 대책위원회, 그린피스, 녹색전환연구소, 재난피해자 권리센터 '우리함께'가 공동으로 주최·주관한다. 사랑의열매 사회복지공동모금회도 지원에 나선다.

이번 토론회에서는 지난 3월 영남권을 덮친 초대형 산불의 피해 현실을 짚어보고, 지난해 10월 제정·공포된 산불특별법의 한계에 대한 논의가 이뤄진다.

현장에서는 특히 피해 주민들이 제기한 ‘실질적 보상의 부재’, ‘지원 규정의 모호성’, 그리고 개발특례 조항을 둘러싼 논란이 집중 조명될 예정이다.

산불특별법이 피해 구제를 내세우고 있지만, 사실상 재산상 피해 보상 근거가 부족하고 지원 범위 역시 명확하지 않다는 지적이 꾸준히 제기되고 있다. 또 산림 규제 완화 조항이 법의 취지를 흐린다는 우려와 함께 사회적 논란을 불러일으키고 있다는 비판도 나온다.

이번 토론회는 무엇보다 피해 주민 구제가 법의 최우선 가치임을 다시 한 번 확인하고, 추후 시행령 제정 과정에서 반영되어야 할 구체적 기준 마련 방안이 논의될 예정이다.

이날 발제는 세 가지 주제로 진행된다. 정항우 경북산불피해주민대책위원회 상임위원장이 ‘실질적인 피해 구제’에 관한 현장의 목소리를 전달하고, 김보미 변호사가 특별법의 법리적 한계와 시행령 방향을 분석한다. 이어 재난피해자 권리센터 ‘우리함께’의 김서린 활동가가 안동·의성·영덕 지역의 산불 피해 실태조사 결과를 발표한다.

토론에는 허승규 경북산불피해주민대책위원회 정책위원, 김수동 안동환경운동연합 대표, 김관호 산림청 산림산업정책국장 직무대리, 배재현 국회 입법조사처 행정안전팀장이 참여해 다양한 의견을 나눌 예정이다.

Kim Seo-rin, an activist with the Disaster Victims' Rights Center "Uri Hamkke," will then present the results of a survey on forest fire damage in the Andong, Uiseong, and Yeongdeok regions.

The discussion will be attended by Heo Seung-gyu, a policy committee member of the Gyeongbuk Forest Fire Victims Countermeasures Committee; Kim Su-dong, head of the Andong Environmental Movement Federation; Kim Gwan-ho, acting director of the Forestry Industry Policy Bureau of the Korea Forest Service; and Bae Jae-hyun, head of the Administrative Safety Team at the National Assembly Research Service, who will share various opinions.
