이철우 경북도지사는 대선판에서 본인의 원래 자리인 경북도지사로 돌아오자마자 산불 피해 복구에 정열을 쏟고 있다. 경북도와 이 지사는 크게 산불피해 복구및 추가 재난 방지 등의 우려와 계획, 지원 방안을 특별법에 담아 신속한 지원이 이뤄질 수있도록 유도하는 방안과 실질적 피해 복구를 위한 추경 예산 증액 두 가지에 쟁점을 맞추고 일정을 맞춰가고 있다. 특히, 산불특별법이 하루라도 빨리 제정되어야 한다는 입장이다. 

경상북도가 발벗고 나선 이번 특별법안에는 피해복구와 지원의 사각지대 해소, 산불예방·대응 및 산림회복을 위한 지원, 피해지역의 효율적 개발·정비를 위한 권한이양과 규제 완화 등의 내용이 담길 것으로 알려졌다.

법안의 필요성과 관련해 경북도는 “현행 재난안전법만으로는 서울 면적의 1.5배에 달하는 9만9289ha의 산림 피해, 3819동의 주택 소실, 3만 7천여 명의 대피라는 전례 없는 피해를 보전하기에 한계가 있기 때문”이라며 “피해 회복까지 얼마나 시간이 걸릴지 예측할 수 없는 상황에서 장마철 집중호우로 산불 피해지역의 2차 피해까지 우려되는 상황인만큼 신속한 복구와 이번 산불을 계기로 대형산불 대응체계와 산림정책의 근본적인 패러다임 전환이 필요하다”고 강조했다. 초대형 산불이 앞으로 더욱 빈번해질 것으로 전망되는 만큼 진화 장비의 대형화·첨단화·무인화를 중심으로 하는 산불 대응체계의 대전환을 언급한 것인란 지적이다.

이를 위한 실무자들의 구체적인 행보도 보인다. 지난 22일 국회입법조사처 이관후 처장을 비롯한 관계자들이 경북도청과 산불 피해 현장을 직접 방문 확인했다.

이철우 경상북도지사는 “국정 전 분야를 아우르는 국내 유일의 전문연구기관인 국회입법조사처의 경북도청 방문을 진심으로 환영한다”며 조속한 산불피해 복구와 지원, 피해지역 재건 집중추진, 그리고 이를 위한 특별법 제정 등을 직접 설명했다.

이에 대해 이관후 처장은 “국회와 입법조사처 역시 초대형산불이 가져온 피해와 심각성을 깊이 인식하고 있다”며“산불피해 특별법의 제정 취지와 내용에 대해 공감하며 국회 입법 전 실무적인 검토에 최선을 다하겠다”고 화답했다고 경북도가 밝힌 바 있다. 

이 처장 일행은 특히“피해복구, 지원 사각지대 해소와 재건에 필요한 규제 샌드박스 형태의 규제완화방안 등을 포함한 현행 법·제도 개선사항과 산림정책에 대한 조사·검토를 신속히 추진해 국회와 관계 부처에 제공하고 정책에 반영될 수 있도록 최선을 다하겠다”는 등 특별법 제정에 상당히 긍정적으로 화답했다.

이철우 도지사는 여기에 멈추지 않고 23일에는 국회를 찾아가 우원식 의장, 주호영 부의장 등 국회 주요인사를 연이어 만나 산불특별법 국회 통과와 산불 피해복구 및 APEC 추경 예산 반영을 건의했다. 

경북도가 요구한 추경에산은 모두 5천489억원으로, 이 지사는 먼저 박정 예산결산특별위원회 위원장과 여야 간사인 허영, 구자근 의원을 만나 산불피해 복구와 피해주민 지원, 농·임업인 생계 회복 지원, 소상공인 및 지역경제 회복 지원 등의 내용을 설명했다. 

이어서 여야 산불특위 위원장인 이만희, 김병주 의원 등을 만나서는 산불특별법의 신속한 제정과 경북도의 특별법에 주안점을 두고 있는 신속한 피해 구제, 적극적 복구지원뿐만 아니라 지역 재건을 위한 특별 조치 내용이 반영될 수 있도록 적극적으로 도와달라고 요청했다. 특히 인허가절차 간소화, 보전산지 지정·해제, 용도지역 내 행위제한 등 규제 완화와 지방자치단체로의 권한이양을 강조했다.

이철우 지사는 “이번 산불로 인해 피해를 입은 지역주민들이 힘을 내고 다시 일어서기 위해서는 신속한 특별법 제정과 폭넓은 지원이 필요하다.”고 강조하며“피해주민들의 실질적 도움이 될 수 있는 모든 방법을 강구하고 있으며 최대한 노력하겠다.”고 언급했다.

특히, 국가 최대 행사인 APEC의 성공개최를 위해서도 바쁘게 움직였다. APEC지원특위 김기현 위원장을 만나서 APEC의 국회 차원의 지원과 APEC 정상회의장 주변 경관 개선, APEC 지역응급의료센터 확장 등 APEC 성공개최를 위한 필수적인 사업 8건 380억원의 국회 증액을 요청했다.

이번 추경안은 예정대로라면 이번 주 국회 상임위, 예결위 심사와 다음 주 의결을 거쳐 5월 초 본희의에서 의결될 예정이다.

 A special law will be prepared to support the livelihoods of Gyeongbuk residents and rebuild the region, which suffered unprecedented damage due to the massive forest fire.

Governor Lee Cheol-woo of Gyeongbuk Province is pouring his passion into forest fire recovery as soon as he returned to his original position as governor of Gyeongbuk Province in the presidential election. Gyeongbuk Province and Governor Lee are focusing on two issues and adjusting the schedule: a plan to induce rapid support by including concerns, plans, and support measures for forest fire recovery and additional disaster prevention in the special law, and an increase in the supplementary budget for actual damage recovery. In particular, they are of the position that the Forest Fire Special Act should be enacted as soon as possible.

It is known that the special law that Gyeongsangbuk-do Province has taken the lead in will include contents such as eliminating blind spots in damage recovery and support, support for forest fire prevention and response and forest restoration, and transfer of authority and deregulation for efficient development and maintenance of the affected area.

Regarding the necessity of the bill, Gyeongbuk Province emphasized, “The current Disaster and Safety Act alone has limitations in preserving the unprecedented damage of 99,289 ha of forest damage, 1.5 times the size of Seoul, the destruction of 3,819 houses, and the evacuation of 37,000 people,” and “Since it is impossible to predict how long it will take to recover from the damage, there are concerns about secondary damage to areas hit by forest fires due to heavy rain during the monsoon season, so rapid recovery and a fundamental paradigm shift in the large-scale forest fire response system and forest policy using this forest fire as an opportunity are necessary.” It is pointed out that this is a reference to a major change in the forest fire response system centered on the large-scale, advanced, and unmanned use of firefighting equipment, as it is expected that ultra-large forest fires will become more frequent in the future.

There are also specific steps taken by practitioners for this. On the 22nd, officials including Director Lee Gwan-hoo of the National Assembly Legislative Research Office visited the Gyeongbuk Provincial Office and the forest fire site to personally check.

Gyeongsangbuk-do Governor Lee Cheol-woo said, “We sincerely welcome the visit of the National Assembly Research Service, the only specialized research institute in Korea covering all areas of state affairs, to the Gyeongsangbuk-do Provincial Office,” and explained directly the need for prompt forest fire recovery and support, intensive reconstruction of the affected areas, and the enactment of a special law for this purpose.

In response, Director Lee Gwan-hoo said, “The National Assembly and the Legislative Research Service are also deeply aware of the damage and severity caused by the mega-wildfire,” and “We sympathize with the purpose and content of the enactment of the Forest Fire Damage Special Act, and we will do our best for practical review before the National Assembly enacts it,” according to Gyeongsangbuk-do.

Director Lee and his party responded very positively to the enactment of the special law, saying, “We will promptly promote improvements to current laws and systems, including the removal of blind spots in support and deregulation measures in the form of a regulatory sandbox necessary for reconstruction, and provide them to the National Assembly and relevant ministries, and do our best so that they can be reflected in policies.”

Governor Lee Cheol-woo did not stop there. On the 23rd, he visited the National Assembly and met with key figures in the National Assembly, including Speaker Woo Won-sik and Vice Speaker Joo Ho-young, to propose passage of the Special Act on Forest Fires and reflection of forest fire recovery and APEC supplementary budget.

The supplementary budget requested by Gyeongbuk Province totaled 548.9 billion won. Governor Lee first met with Budget and Settlement Special Committee Chairperson Park Jeong and ruling and opposition party floor leaders Heo Young and Koo Ja-geun to explain the contents of forest fire recovery, support for affected residents, support for farmers and foresters to recover their livelihoods, and support for small business owners and regional economy recovery.

He then met with ruling and opposition party special committee chairs Lee Man-hee and Kim Byung-joo to actively request their help in quickly enacting the Special Act on Forest Fires and reflecting the contents of special measures for regional reconstruction as well as rapid damage relief and active recovery support that are the main focus of Gyeongbuk Province’s special law. In particular, he emphasized deregulation such as simplification of permit procedures, designation/revocation of conservation areas, and restrictions on actions within use areas, as well as devolution of authority to local governments.

Governor Lee Cheol-woo emphasized, “In order for the local residents who suffered damage from this wildfire to gain strength and get back on their feet, swift enactment of special laws and extensive support are necessary.” He added, “We are seeking all methods that can provide practical help to the affected residents and will do our utmost.”

In particular, he was busy with the successful hosting of APEC, the largest national event. He met with APEC Support Special Committee Chairman Kim Ki-hyun and requested an increase of 38 billion won in the National Assembly budget for eight essential projects for the successful hosting of APEC, including support for APEC at the National Assembly level, improvement of the landscape around the APEC summit venue, and expansion of the APEC regional emergency medical center.

If all goes as planned, this supplementary budget will be reviewed by the National Assembly Standing Committee and Budget and Accounts Committee this week and voted on next week, and then voted on at the plenary session in early May.
