국토교통부가 고시한 제5차 산업입지 수급계획에 따르면, 경상북도가 향후 10년간 지정할 수 있는 산업단지 총량은 2,131만㎡(646만 평)로, 기존 계획(1,776만㎡·538만 평)보다 355만㎡ 증가했다.

이번에 확정된 경북도의 산업입지 연평균 수요면적은 213만1천㎡로, 이전 계획 수요면적인 177만6천㎡ 대비 약 20% 늘어났다. 이는 국토교통부의 상한 캡(20%) 적용을 받는 시·도 가운데 가장 높은 증가율이다.

이에 따라 경북도는 당초 계획보다 향후 10년간 산업단지를 약 170만 평(561만㎡) 추가로 지정할 수 있게 됐다. 이는 경상북도 산업단지 산업시설용지 비율 평균(약 63.5%)을 적용할 경우 매년 약 55만㎡ 규모의 산업단지 1곳을 추가로 지정할 수 있는 수준이다.

기업이 필요로 하는 산업시설용지를 적기에 공급하는 것은 급변하는 산업구조 속에서 지역 경쟁력을 좌우하는 핵심 요소로 꼽힌다. 경북도는 이번 산업입지 공급 가능 규모 확충을 통해 인공지능(AI), 디지털, 그린 산업으로 대표되는 산업구조 대전환기에 선제적으로 대응하고, 지역 전략산업을 육성할 수 있는 기반을 마련했다는 평가다.

그동안 경북도는 첨단베어링, 바이오, 원전수소, 소형모듈원전(SMR), 이차전지 등 10개 국가산업단지를 유치하며 국가기간산업 육성을 이끌어왔다. 이와 함께 자동차부품, 기계 등 지역 전략산업과 지역경제 활성화를 위해 일반산단 82개, 도시첨단산단 2개, 농공단지 68개 등 총 152개의 산업단지를 지정·승인해 왔다.

앞으로 경북도는 챗GPT 등장 이후 본격화된 ‘AI 모자이크 모멘트’를 기점으로 급속히 진행되고 있는 AX(AI Transformation) 변화와, 탄소국경조정제도(CBAM)의 본격 시행에 따른 친환경 산업구조 전환에 대응해 AI 산업 생태계 구축과 저탄소·친환경 생산 역량 확보를 위한 산업단지 공급에 주력할 방침이다.

아울러 이미 조성된 산업단지에 대해서는 구조고도화 사업과 환경개선 사업을 추진해 산업의 고부가가치화를 도모하고, 근로 환경 개선을 통해 산업단지의 지속가능한 경쟁력을 강화해 나갈 계획이다.

이남억 경상북도 공항투자본부장은 “향후 10년간 산업입지 수요면적 646만 평 확보는 경상북도가 경제성장을 견인할 새로운 엔진을 갖추는 것”이라며 “AI·그린·디지털 중심의 산업구조 재편 속에서 경북 경제가 다시 한 번 퀀텀 점프할 수 있는 기회가 될 것”이라고 말했다. 이어 “양질의 산업단지를 지속적으로 공급해 청년 인구 유입과 지역경제 활성화로 이어질 수 있도록 최선을 다하겠다”고 밝혔다.
