경북도는 총 3조1,639억 원 규모의 ‘2026년 북부권 경제산업 신활력 프로젝트’를 가동해 북부권의 산업·투자·정주 여건을 근본적으로 개선하겠다고 밝혔다.

양금희 경상북도 경제부지사는 이날 브리핑에서 “북부권이 느끼는 소외감은 투자와 일자리 정책이 거점도시 중심으로 설계될 것이라는 현실적인 우려에서 비롯된 것”이라며 “행정통합 여부와 관계없이 북부권 발전을 위한 독립적이고 흔들림 없는 정책을 기획·추진하겠다”고 강조했다.

이번 신활력 프로젝트는 바이오, 관광, 에너지 3개 분야 15대 과제로 구성됐으며, 최소 10년 이상 지속 추진하는 중장기 전략이다.

먼저 바이오 분야에서는 8,239억 원을 투입하는 ‘Post-백신 프로젝트’를 통해 안동·도청신도시·예천을 연결하는 초광역 바이오·의료 산업벨트를 조성한다. 백신과 햄프(Hemp) 산업을 기반으로 첨단재생의료와 그린바이오 산업까지 확장해 북부권을 바이오·의료산업 중심지로 육성한다는 계획이다.

경북도는 안동 바이오생명국가산단과 도청신도시 일원에 재생의료 연구시설과 GMP 제조 인프라 구축에 2,000억 원을 투자하고, 이를 장기적으로 의대 설립과 의료산업 확장의 기반으로 활용할 방침이다. 아울러 대마 기반 신약 개발과 바이오 전문인력 양성을 위해 240억 원을 추가 투입한다.

관광 분야에서는 정책금융을 활용한 메가 프로젝트를 추진한다. 안동문화관광단지에는 메리어트-UHC 호텔이 들어설 예정으로, 2026년 착공을 목표로 금융구조 설계와 투자자 확정이 진행 중이다. 문경에서는 일성콘도 재생 사업을 통해 1,000억 원 규모의 전국 단위 호텔을 유치하고, 상주 경천대에도 대형 호텔리조트 조성을 추진해 북부권 관광의 대전환을 꾀한다.

스마트 농업 분야에서는 민간 주도의 스마트팜을 북부권 전역에 도입한다. 5ha에서 최대 30ha까지 지역 여건에 맞춘 투자 모델을 설계하고, 지주와 농업기업이 수익을 공유하는 농업대전환 모델을 적용할 계획이다.

에너지 분야에서는 조 단위 메가톤급 투자가 추진된다. 안동호에는 2032년 완공을 목표로 100MW 규모의 수상태양광 발전시설이 들어서며, 영농형 태양광과 신재생e숲 조성 사업도 병행된다. 이들 사업은 주민이 참여해 수익을 공유하는 ‘에너지 공동체 모델’로 운영돼 지역 주민 소득 증대에 기여할 것으로 기대된다.

양 부지사는 “100MW 수상태양광 사업에 주민이 30% 지분을 보유할 경우 연간 45억 원의 배당 수익이 발생할 수 있다”며 “북부권 주민들의 실질적인 소득 창출 모델이 될 것”이라고 설명했다.

아울러 경북도는 행정통합 이후를 대비해 북부권 균형발전을 위한 구상도 제시했다. 통합 이후 10년간 매년 1,000억 원을 출자해 민간 금융과 연계한 2조 원 규모의 ‘북부권 신활력 투자펀드’와 2조 원 규모의 ‘북부권 특별발전기금’을 조성하는 방안을 검토 중이다.

양금희 경제부지사는 “이번 북부권 신활력 프로젝트는 단기 성과가 아닌 10년 이상을 내다본 구조적 변화 전략”이라며 “모든 핵심 사업을 경제부지사 직속으로 관리해 정책 환경 변화에도 흔들림 없이 추진하겠다”고 밝혔다.
