0세 특화반은 아파트 단지 1층 생활권에 설치돼 접근성을 대폭 높인 것이 특징이다. 영아와 부모가 생활하는 공간과 돌봄시설 간 이동 부담을 줄이고, 돌봄과 부모 휴식이 일상 속에서 자연스럽게 연결되도록 설계된 생활밀착형 돌봄 모델이다.

운영 방식은 ‘부모·아기 동반 이용 돌봄’을 기본으로 한다. 부모와 아기가 함께 방문해 놀이와 체험 활동에 참여하고, 돌봄교사로부터 발달 자극·상호작용 방식을 익힐 수 있다. 또래 부모들과의 양육 정보 교류도 가능하다.

또한 시설에는 전담 간호사가 상주해 ▲수유 ▲수면 ▲발달 ▲예방접종 등 영아 건강 전반에 대한 전문 상담을 제공한다.

부모가 휴식이 필요할 경우 아기를 돌봄교사가 맡아주는 ‘틈새돌봄’ 프로그램도 운영돼, 부모가 짧은 시간이라도 회복 시간을 확보할 수 있도록 돕는다.

경북도는 운영지침에 따라 영아 안전·위생·건강관리 기준을 엄격히 적용하고, 0세 발달 단계에 맞춘 프로그램과 전문 인력을 지속 보완해 ‘영아 돌봄 + 부모 회복’이라는 이중 지원 체계를 강화해 나간다는 계획이다.

이철우 경상북도지사는 24일 예천군 호명읍 도청신도시에 설치된 0세 특화반을 방문해 운영 현황을 점검하고 관계자 의견을 들었다.

이 지사는 “출산 직후부터 첫돌까지는 신체적·정신적 피로가 집중되는 시기”라며 “이때의 돌봄 부담을 줄이는 것이 무엇보다 중요하다”고 강조했다. 이어 “아파트 1층 설치와 간호사·돌봄교사 공동 운영을 통해 부모의 쉼을 실질적으로 보장하는 돌봄 모델”이라며 “현장 의견을 지속 반영해 K보듬 6000 사업을 전국 모범사례로 확산하겠다”고 밝혔다.

현재 0세 특화반은 예천 도청신도시·구미·안동 등 3곳에 설치돼 있다.

도청신도시는 2025년 10월, 구미는 2025년 8월부터 시범 운영 중이며, 안동은 2025년 12월 개소 예정이다.

Currently, specialized classes for 0-year-olds are located in three locations: Yecheon Provincial Office New Town, Gumi, and Andong.

The Provincial Office New Town is scheduled to open in October 2025, Gumi in August 2025, and Andong in December 2025.
