이날 행사에는 이철우 경상북도지사, 김두겸 울산광역시장, 조현일 경산시장, 조지연 국회의원, 지역 기업인 대표 등 100여 명이 참석해 지역의 오랜 숙원사업인 고속도로 건설의 국가계획 반영을 한목소리로 촉구했다.

이번 공동선언은 수도권 일극 체제가 심화되는 가운데, 지리적으로 인접해 있음에도 직통 고속도로가 없어 물류와 인적 교류에 제약을 받아온 경산과 울산의 교통 여건을 획기적으로 개선해 지방소멸 위기에 공동 대응하겠다는 강력한 의지를 담고 있다.

‘경산~울산 고속도로’는 경산시 진량읍에서 울산 울주군 언양읍을 잇는 총연장 50㎞ 규모의 신설 노선이다. 그동안 자동차 부품 산업이 집적된 경산에서 완성차 산업의 중심지인 울산으로 이동하기 위해서는 신대구부산고속도로를 우회해야 해 물류비용 증가와 이동시간 지연, 기업 경쟁력 약화로 이어져 왔다. 이로 인해 경산 지역 기업 유치에도 어려움이 컸다는 평가다.

이날 세 기관장은 공동선언문에 서명하며 ▲제3차 고속도로 건설계획(2026~2030) 반영 ▲국가적 이익의 적극 발굴 및 공유 ▲영남권 상생발전과 국가 균형성장을 위한 공동 협력체계 강화를 위해 ‘원팀(One-Team)’으로 움직이기로 뜻을 모았다.

경상북도와 울산광역시, 경산시는 공동선언문 체결에 이어 17일 국회를 방문해 김윤덕 국토교통부 장관에게 공동선언문과 경산 시민의 염원이 담긴 10만 명 서명부를 전달하고, 고속도로의 국가계획 반영과 조기 시행을 공식 건의할 예정이다.

이철우 경상북도지사는 “경산과 울산을 잇는 고속도로는 단순한 SOC 사업이 아니라 막혀 있던 지방 경제의 혈관을 뚫는 심폐소생술이자 지방소멸을 막는 치료제”라며 “영남권의 새로운 경제 지도를 그리고, 후손에게 물려줄 자랑스러운 자산이 될 수 있도록 반드시 길을 열겠다”고 강조했다.

Following the signing of the joint declaration, Gyeongsangbuk-do Province, Ulsan Metropolitan City, and Gyeongsan City will visit the National Assembly on the 17th to deliver the joint declaration and a petition containing 100,000 signatures from Gyeongsan citizens to Minister of Land, Infrastructure, and Transport Kim Yoon-deok. They will then formally propose the inclusion of the expressway in the national plan and its early implementation.

Gyeongsangbuk-do Governor Lee Cheol-woo emphasized, “The expressway connecting Gyeongsan and Ulsan is not just a simple SOC project, but a CPR that will open the arteries of the clogged local economy and a treatment that will prevent the extinction of local regions.” He added, “I will definitely open the way so that it can draw a new economic map for the Yeongnam region and become a proud asset to be passed down to future generations.”
