이번 추진단 출범은 경상북도와 대구광역시가 지난 20일 대구경북 행정통합에 대한 공동 입장문을 발표하고, 통합 절차를 본격적으로 추진하기로 뜻을 모은 데 따른 후속 조치다.

대구경북통합추진단은 경상북도와 대구광역시 기획조정실장이 공동단장을 맡고, 경북도 지방시대정책국장과 대구시 정책기획관이 각각 실무팀을 책임지는 구조로 출범한다. 향후 논의 진전에 따라 조직과 기능은 단계적으로 확대해 나갈 계획이다.

추진단은 우선 정부의 행정통합 지원 방향을 재확인하고, 통합 방안과 주요 내용을 대구·경북 공동으로 정비·보완해 경상북도의회에 설명하는 데 역량을 집중할 방침이다. 특히 도의회의 ‘통합 의견 청취’ 절차가 원활히 이뤄질 수 있도록 적극적인 소통에 나선다.

도의회 의견 청취가 마무리되면, 광주·전남, 대전·충남 등 행정통합을 추진 중인 다른 광역지방자치단체와 협력해 국회의 통합 특별법 제정 절차를 지원할 계획이다. 특별법이 통과될 경우, 관련 법령과 규정에 따라 실질적인 행정통합 절차도 단계적으로 추진해 나갈 예정이다.

현판식에 참석한 홍성주 대구광역시 경제부시장은 “추진단에 참여한 여러분이 대구경북의 새로운 미래를 이끌 주역”이라며 “대구경북 전 지역이 수도권에 대응할 수 있는 경쟁력을 갖출 수 있도록 힘을 모아달라”고 당부할 예정이다.

이철우 경상북도지사는 “그동안 대구경북이 주도해 온 행정통합 논의가 국가적 아젠다로 채택되며 국가와 지방의 대전환을 이끄는 중요한 계기를 맞았다”며 “한 뿌리인 대구경북이 다시 힘을 모아 대한민국 발전의 중심에 설 수 있도록 통합을 흔들림 없이 추진해 나가겠다”고 강조할 예정이다.

The organization and functions will be gradually expanded as discussions progress.

Attending the plaque unveiling ceremony, Hong Seong-ju, Deputy Mayor for Economic Affairs of Daegu Metropolitan City, stated, "The members of the task force are the key players leading the new future of Daegu and Gyeongbuk.
