최근 논란이 되고있는 시·도교육감 후보자 러닝메이트 제도 도입과 관련해 그는 긍정적인 입장을 보였다.

강 교육감은 “지금까지 교육감 선거에 나타난 부작용을 그대로 두는 것도 적절하지 않다고 보는 입장에서 교육감 선출제도의 보완은 필요하다.”며“다만 러닝메이트를 한다고 했을 때 교육 중립성과 자주성을 훼손하지 않고 교육을 좀 더 보강할 수 있는 교육적 마인드가 중요하다.”고 밝혔다.

또 군위군 편입과 관련해 강 교육감은 "달성군이 대구시로 편입될때도 초기에는 달성군의 독립성을 유지했던 것처럼 초기에는 군위군이 자체적으로 해오던 것에 대구시의 특색있는 프로그램과 지원 등 대도시 교육 혜택을 추가로 지원할 예정"이라며 "협력과 지원은 늘이면서 소규모 학교의 장점을 유지하는 형태가 될 것"이라고 말했다.

한편 대구교육청은 2023년 교육정책목표로 아이 한 명 한 명의 특성에 맞춰 성장을 돕는 교육, 어떤 환경에 놓여 있든 뒤처짐이 없도록 보살피는 교육, 안전과 건강을 지켜 온전한 성장을 지원하는 교육을 한 아이도 빠짐없이 골고루 누릴 수 있도록 설정했다.
