지난 27일 협의회는 ‘영유아보육법’, ‘지방교육자치에 관한 법률’, ‘지방교육재정교부금법’ 등 유보통합 지방이관 3법 개정안에 대한 입장문을 발표했다.

3법 개정안은 유보통합에 대한 국가수준 재정 확보와 이관의 구체적인 기준 및 절차 없이 시·도, 시·군·구에서 관장하던 보육사무를 교육청으로 이관하는 내용을 담아 발의됐다.

협의회는 3법 개정안이 재원의 안정성을 확보하기 위해서는 영유아 보육경비 부담에 관한 특례 조항에 전출 시점 명문화, 미전출시 가산금 부과, 교육부장관에게 전출 결과 의무 제출 조항 추가 등 국가 및 지방자치단체의 책무성 강화 조치가 반드시 선행되어야 함을 강조했다.

아울러 “현 정부의 국정과제인 유보통합의 성공적 추진을 위해 지방자치단체 보육예산의 안정적 이관과 함께 국가 차원의 세부과제별 재원 확보 방안이 필수임을 다시 한번 천명한다”며 “정부와 지방자치단체의 책임 있는 방안 마련을 강력히 촉구한다”고 거듭 강조했다.
