【브레이크뉴스 대구】이성현 기자=강은희 전국시도교육감협의회장은 22일 아시아포럼 21 릴레이정책토론회에서 늘봄 정책에 대한 불안한 상황을 설명하며 정부의 적극적인 관심과 지속적인 지원 필요성을 강조했다.

강 회장은 “우리 사회는 기본적으로 아이에 대한 걱정은 떨어지지 않는다”고 전제하고 “늘봄 정책에 지역사회가 좀 도와주었으면 좋겠다”는 바램과 제안을 동시에 전했다. 

늘봄 정책의 지속성을 걱정하는 질문에는 “지금의 (늘봄) 인프라는 1.2학년 학생까지는 지속 가능하지만 3학년 이상까지 확대하기에는 한계가 있다”면서 “이것의 효과적인 대안은 결국 방과 후 학교를 활성화시키는 쪽으로 가야 되지 않을까 생각한다”고 정부 차원의 추가 대책 필요성도 언급했다. 

그러면서 “개인적으로 늘봄은 학교에서 할 수 있으면 계속하는 게 좋겠다는 생각을 가지고 있는데, 문제는 재정과 여건이다. 현 정부가 늘봄에 재정 투입을 어느 정도, 어떤 식으로 할 것인지를 관심 있게 바라보고 있다”고 덧붙였다. 

특히 “교육 재정 면에서 늘봄에 투입되는 재원이 굉장히 많다. 다 알고 있는 내용이지만 늘봄은 1,2 학년까지 원하는 모든 아이를 다 수용하고. 무상으로 해야 한다. 지방 교육 재정 상황에 대입해 보면 늘봄 정책은 여기까지가 한계다. 사실 여기까지 오는 것도 굉장히 어렵게 왔다. 그동안 툭별교부금 지원이 큰 역할을 해왔는데, 새 정부가 늘봄에 대한 특별교부금을 어느 정도 투입해 줄지 모르겠다”고 불안감을 감추지 않았다. 

그러면서 “시도교육청은 간절하게 요청하고 있다. 개인적으로 이 부분은 지속해야 된다고 생각한다. 다만 재정 효율화 입장에서 보면 3,4,5,6학년은 실비 수준의 비용은 좀 부담해야 할 것 같다. 비용을 내서라도 방과 후 교실을 조금 더 학대해서 원하는 아이들을 다 수용하는 것이 필요하다고 생각한다. 다만, 이를 위한 정책은 매우 정교하게 이뤄져야 하고 정부와 교육청, 지자체가 적극적으로 개입해 지원이 이뤄지도록 해야 한다고 본다”고 말했다.

 그는 “저출산으로 학령인구가 계속 줄어드는 등 사회적 차원의 정책 동력은 계속해서 떨어지지만, 아이에 대한 걱정은 안 떨어진다”면서 “지역사회도 이 문제에 대하여 적극적으로 개입했으면 좋겠다”고 말했다. 이 발언은 늘봄을 교육이 맡아 하는 것과 지방정부가 맡아 하는 것 두 가지 안을 놓고 벌이고 있는 양측의 기싸움과 관련된 것으로, 강 회장은 “어느 쪽이 더 효율성이 있을 것으로 보느냐”고 오히려 언론인들에 역으로 물었다. 그만큼 고민과 불안이 공존한다는 것으로 풀이된다. 

강 회장은 이날 토론회를 마치면서도 교원들의 교권 보호를 연신 강조했다. 그는 “교사들이 교권 보호를 위한 제도적 시스템을 활용하는 데 용기가 필요하다”는 현실을 지적하고 “ 동료, 관리자, 교육청의 도움을 받을 수 있다. 여러분의 뒤에는 우리들이”고 교사들이 적극적으로 문을 두드리라릴 것을 주문했다. 이어 “좋은 교육을 위해서는 교사에 대한 기본적인 신뢰가 중요하다. 이는 교사와 교육청이 함께 만들어가야 한다”고 강조하고 “대부분의 교사는 열심히 하고 있다. 믿도 지지하며 격려해 주는 것이 참 중요하다”고 지역사회에 호소했다. 

한편, 강은희 교육감은 3선 도전의사를 묻는 질문에 “정책의 연속성”을 강조하며 도전하겠다고 밝혔다.
