【브레이크뉴스 대구】진예솔 기자=대구학교사회복지사협회와 대구교육(상담)복지사협의회가 대구시교육청의 교육(상담)복지사 관련 발언을 강하게 규탄하며 인력 확대를 촉구했다.

16일 오전 대구시교육청 앞에서 열린 기자회견에는 교육(상담)복지사를 비롯해 사회복지시설 관계자, 교수 대표, 전교조 관계자 등 50여 명이 참석했다. 

이들은 교육(상담)복지사를 ‘소멸 직종’으로 규정하고 교사 대체 직종으로 언급한 교육청의 입장 철회를 요구했다.

논란의 발언은 지난 11월 10일 대구시교육청 행정사무감사에서 나왔다. 김태훈 부교육감은 학생맞춤통합지원 정책과 교육(상담)복지사 인력 배치에 대한 질의에 “교육(상담)복지사를 교사 대체 직종으로 관리하고 있다”고 답했다. 

단체는 “교육(상담)복지사와 교사는 서로 대체할 수 없는 고유한 전문 영역을 가진 직종”이라며 “학교 현장의 현실과 전문성을 무시한 발언”이라고 비판했다.

또한 위기 학생이 늘어나는 상황에서 관련 인력을 줄이거나 역할을 축소하는 것은 명백한 정책 후퇴라고 지적했다. 교육(상담)복지사는 위기 학생의 조기 발견과 개입, 사례관리, 가정과 환경에 대한 개입, 지역사회 연계 등을 담당해 왔으며, 내년 학생맞춤통합지원법 전면 시행을 앞둔 시점에서 오히려 역할 강화가 필요하다는 주장이다.

이날 단체는▲교육(상담)복지사에 대한 ‘소멸 직종’ 및 ‘교사 대체 직종’ 발언의 즉각 철회와 공식 사과 ▲인력 감축 정책 중단 ▲교육(상담)복지사 확대 배치를 위한 인력 정책 전면 재수립을 요구했다.

이들은 “이번 사안은 특정 직종의 문제가 아니라 학교가 아이들의 삶을 책임질 의지가 있는지 묻는 문제”라며 “학생의 안전과 교육권을 지키기 위해 인력 축소 정책에 끝까지 대응하겠다”고 밝혔다.

이에 대해 대구시교육청 관계자는 ‘소멸 직종’과 ‘교사 대체 직종’ 발언과 관련해서는 “교육(상담)복지사의 역할을 축소하거나 중요성을 간과하려는 의도는 없었다”며 “앞으로 이런 표현이 재발하지 않도록 하겠다”고 해명했다.

The Daegu School Social Workers Association and the Daegu Education (Counseling) Social Workers Association strongly condemned the Daegu Metropolitan Office of Education's remarks regarding educational (counseling) social workers and called for an expansion of the workforce.

Approximately 50 people, including educational (counseling) social workers, social welfare facility officials, faculty representatives, and members of the Korean Teachers and Education Workers Union, attended a press conference held in front of the Daegu Metropolitan Office of Education on the morning of the 16th.

They demanded that the Office of Education retract its position, which labeled educational (counseling) social workers as a "disappearing profession" and referred to them as a substitute for teachers.

The controversial remarks emerged during an administrative audit of the Daegu Metropolitan Office of Education on November 10th. Deputy Superintendent Kim Tae-hoon responded to questions about the customized integrated student support policy and the allocation of educational (counseling) social workers by stating, "We are managing educational (counseling) social workers as a substitute for teachers."

The group criticized the statement, stating that "educational (counseling) social workers and teachers are unique, irreplaceable professions with distinct areas of expertise," and that it "ignores the realities and expertise of school settings."

They also pointed out that reducing the number of relevant personnel or diminishing their roles, especially amidst the increasing number of at-risk students, is a clear policy regression. Educational (counseling) social workers have been responsible for early identification and intervention of at-risk students, case management, interventions for families and environments, and community connections. With the comprehensive implementation of the Student-Tailored Integrated Support Act looming next year, they argue that their role needs to be strengthened.

The group demanded: ▲ an immediate retraction and official apology for the statement that educational (counseling) social workers are a "disappearing profession" and a "teacher replacement," ▲ an end to the workforce reduction policy, and ▲ a comprehensive re-establishment of personnel policies to expand the number of educational (counseling) social workers.

They stated, "This issue is not about a specific profession, but rather a question of whether schools are willing to take responsibility for the lives of their children. We will fully oppose the workforce reduction policy to protect students' safety and right to education."

Regarding this, an official from the Daegu Metropolitan Office of Education explained, “There was no intention to diminish the role of educational (counseling) social workers or overlook their importance” regarding the remarks about “disappearing professions” and “professions that replace teachers,” and “We will make sure that such expressions do not recur in the future.”
