2026학년도 대구늘봄학교 추진계획에 따라, 정규수업이 끝난 뒤에는 학교와 지역이 함께 교육과 돌봄을 책임지는 체계가 본격적으로 가동된다.

올해 늘봄학교에서 가장 눈에 띄는 변화는 초등 3학년 학생들에게 방과후 프로그램 1년 이용권을 지원하는 방안이다.

초3 학생 한 명당 연간 50만 원 한도의 이용권이 제공되며, 현행 방과후 프로그램 수강료를 감안하면 1년 동안 방과후 프로그램을 부담 없이 이용할 수 있는 수준이다.

현재 초등학교 방과후 프로그램은 과목별로 월 2만5천~3만5천 원 가량이 드는 점을 고려할 때, 이번 이용권 지원으로 학부모들의 금전적 부담이 크게 줄 전망이다. 

교육청은 이를 통해 사교육 의존도를 낮추고, 학교 기반의 교육·돌봄 역할을 강화할 방침이다.

늘봄학교는 학교 돌봄 기반의 교육과 다양한 활동이 연계된 모델이다. 교육부도 올해 초3을 대상으로 시범 운영한 뒤, 성과에 따라 4~5학년으로 확대하는 방안을 검토하고 있다.

초등 1~2학년 학생들에게는 기존처럼 맞춤형 프로그램이 전액 무상으로 제공된다. 정규수업 직후 하루 2시간 동안 학교 적응, 심리·정서 지원, 문해력 향상, 신수요 분야 등 다양한 프로그램이 운영된다. 이와 함께, 지역 대학이나 공공도서관, 대구시 RISE 사업 등과 연계한 전문가 참여 프로그램도 마련된다.

방과후 프로그램은 초등 1~6학년 전체 학생이 직접 선택해 참여하는 방식으로 바뀐다. 각 학교는 교과 보충, 예체능, 특기·적성 등 다양한 프로그램을 개설하고, 학부모와 학생들의 수요에 맞춰 운영하게 된다.

돌봄 서비스 역시 초등 1~2학년 중심의 맞춤형·방과후 연계 방식으로 제공된다. 대구시는 성장기 아동의 건강한 식습관 형성을 위해 ‘어린이 과일 간식’도 함께 지원할 예정이다. 학교 내 돌봄 수요가 넘칠 경우에는 지역 돌봄기관과 연계해 지원할 방침이다.

교육청은 현장 부담 완화를 위해 다양한 지원책을 마련한다. 늘봄학교 운영 가이드북을 배포하고, 대규모 학교를 중심으로 코디네이터 인력을 추가 배치할 계획이다. 또, 예약·출결·소통 기능을 갖춘 ‘늘봄톡톡’ 프로그램을 도입하고, 관리자와 운영 인력 대상 연수도 실시해 정책 초기 혼선을 줄인다는 방침이다.

늘봄학교는 학교, 지자체, 교육지원청, 지역 대학, 공공기관 등이 함께 참여하는 ‘온동네 늘봄학교 협의체’를 통해 운영된다.

강은희 대구시교육감은 “정규수업 이후에도 아이들이 안전하고 질 높은 교육과 돌봄을 누릴 수 있도록 지역사회와의 협력을 강화하겠다”며 “늘봄학교가 학교 현장에 안정적으로 안착할 수 있도록 적극 지원하겠다”고 말했다.

Through this program, the Office of Education plans to reduce reliance on private education and strengthen the role of school-based education and care.

Neulbom School is a model that combines school-based care with diverse activities. The Ministry of Education is considering expanding the program to fourth and fifth grades after a pilot program for third graders this year, based on its success.

Customized programs will continue to be provided free of charge to first and second graders. These programs will run for two hours daily after regular classes, focusing on school adjustment, psychological and emotional support, literacy development, and areas of emerging demand. Additionally, expert participation programs will be offered in partnership with local universities, public libraries, and the Daegu City RISE project.

After-school programs will be open to all students in grades 1-6. Each school will offer a variety of programs, including supplementary curriculum, arts and physical education, and special talent and aptitude development, tailored to the needs of parents and students.

Childcare services will also be provided in a customized, after-school program focused on first and second graders. The Daegu City government will also provide "Children's Fruit Snacks" to foster healthy eating habits in growing children. If the demand for childcare exceeds the capacity of schools, support will be provided through collaboration with local childcare providers.

The Office of Education will develop various support measures to ease the burden on schools. It plans to distribute a guidebook for operating Neulbom Schools and add additional coordinators, focusing on large schools. Furthermore, the "Neulbom Talk Talk" program, featuring reservation, attendance, and communication features, will be introduced, and training will be provided for administrators and operating staff to reduce initial confusion.

Neulbom Schools will be operated through the "Neulbom School Council of the Whole Neighborhood," comprised of schools, local governments, education support offices, local universities, and public institutions.

Daegu Metropolitan Superintendent of Education Kang Eun-hee stated, "We will strengthen cooperation with the local community to ensure that children can enjoy safe, high-quality education and care even after regular classes begin. We will actively support the stable establishment of Neulbom Schools in schools."
