6일 경북교육청은 3월부터 도내 41개 초등학교에서 늘봄학교 시범운영을 시작한다고 밝혔다.

늘봄학교는 학교 안팎의 다양한 교육 자원을 활용해 희망하는 초등학생에게 정규 수업 전후로 양질의 교육과 돌봄 통합서비스를 제공함으로써 따뜻한 교육복지 실현을 목표로 하고 있다.

41개 늘봄학교에서는 초1 새싹교실, 아침돌봄, 저녁돌봄, 일시돌봄, 방과후 연계형 틈새돌봄 등 학생과 학부모의 수요에 탄력적으로 대응하는 교육과 돌봄을 운영한다.

이에 따라 경북교육청은 시범운영 학교의 업무 경감을 위해 한시적 정원 외 기간제 교사 또는 늘봄학교 행정 지원 인력 배치, 프로그램 강사 및 안전지원인력 배치, 경북 늘봄학교 운영 체제 구축, 늘봄학교 시범운영 길라잡이 보급 등 안정적인 늘봄학교 운영을 지원할 방침이다.

그러나 경북교사노동조합(위원장 이미희)은 “기간제 교사 부재에 대비해 인력을 충원하고 보직교사의 수업 시수를 다른 교사들이 떠안는 문제도 예방한다고 계획한 것과 달리 현장에서는 구체적 대책이 없어 혼란이 가중되고 있다.”고 주장하며 비판에 나섰다.

이들은 “경북교육청은 '늘봄부장'이라는 이름으로 교사에게 늘봄학교 운영 계획과 책임을 모두 떠넘기고 있다.”며 “경기, 경북, 대전, 인천, 전남 등 시범지역으로 선정된 5곳 중 늘봄부장을 신설해 교사의 수업을 감하여 주면서까지 늘봄 업무를 강제하는 곳은 경북이 유일하다.”고 밝혔다.

그러면서 “개학 후 얼마 지나지 않았지만 시범학교 곳곳에서 늘봄학교 운영 인력을 구하지 못해, 교원들이 울며 겨자 먹기 식으로 지도를 담당하고 있다.”고 상황을 설명했다.

이에 대해 경북교육청 관계자는 “경북에는 23개 시군교육청마다학교지원센터있고 여기에서 늘봄학교 운영을 지원한다.”면서 “또한 41개 학교 중 36개 학교가 인력 충원을 마무리했고 나머지 학교도 이번 주 안에 운영 인력 충원을 마무리 지을 예정”이라고 전했다.

그러면서 “시기적으로 급박하여 인원 보충이 되지 않았지만 빠른 시일안에 정리가 될 것”이라면서 “늘봄학교가 현장에서 안정적으로 정착될 수 있도록 적극적인 지원을 이어가겠다.”고 덧붙여 말했다.
