경상북도에서는 1982년 이후 732곳의 학교가 문을 닫았다. 하지만 이러한 현실 속에서도 폐교는 새로운 가능성을 품고 있다. 

경북교육청(교육감 임종식)이 추진 중인 ‘폐교 활용 공모사업’은 단순한 공간 재활용을 넘어 지역 공동체 정신과 생활 인프라를 복원하는 실험으로 주목받고 있다.

방치에서 상생으로, 폐교 활용의 새로운 패러다임

경북교육청은 2023년 하반기부터 폐교를 지역 주민단체나 지자체가 소득 증대시설·공동이용시설로 활용할 수 있도록 무상 대부하는 사업을 본격 추진했다. 이는 단순한 재산 처분이 아닌, 유휴 자산을 공유 자산으로 전환하는 새로운 접근 방식이다.

지난해 공모를 통해 총 10건이 접수됐고, 심사를 거쳐 4곳의 폐교가 최종 선정됐다. 이들 단체는 2년간 무상 대부 계약을 체결했으며, 필요시 1년 연장도 가능하다. 계약 악용을 막기 위해 표준계약서 도입과 정기 점검 체계도 마련했다. 당초 계획과 다른 용도로 변경하거나 관리 소홀 문제가 발생하면 경고나 계약 해지가 가능하도록 공공성과 안정성을 함께 확보했다.

네 곳의 폐교, 마을의 꿈을 현실로

선정된 네 곳의 폐교는 각기 다른 지역 자원과 필요에 맞춰 새로운 얼굴을 갖추고 있다.

영양군 수비초등학교 신암분교장은 특용작물 재배장과 공동체육시설로 거듭난다. 이는 주민 소득을 높이고 건강한 교류의 장을 마련한다.

구미시 해평초등학교 향산분교장은 스마트팜 농업시설과 마을 평생학습 공간으로 변모한다. 디지털 농업과 교육이 결합한 이 모델은 미래형 농촌의 실험장으로 기대된다.

포항시 이가초등학교는 어촌 체험교육 공간으로 탈바꿈한다. 낚시, 해산물 채취, 해양 생태 교육을 통해 방문객을 유치하며 지역경제 활성화를 이끌 전망이다.

경주시 의곡초등학교 일부분교장은 유정란 생산 시설로 활용된다. 주민들이 협력해 생산과 유통을 함께 하며 공동 소득 기반을 다지고, 지역 농업 자립력을 강화한다.

인구감소 시대, 새로운 희망의 모델

경북의 폐교 활용은 단순히 빈 건물을 채우는 차원을 넘어, 주민 참여를 통해 공동체 정신을 회복하고 지속가능한 발전을 모색하는 선진적 모델로 평가된다. 

평생학습장이나 체험시설로 활용되는 경우 주민 만족도가 높을 뿐 아니라, 외부 방문객 유치를 통해 지역경제에도 긍정적 효과를 주고 있다.

경북교육청은 앞으로도 공모 확대, 정기 점검, 행정 지원을 통해 폐교 활용 사업이 지역 재생의 정책 모델로 자리잡도록 뒷받침할 계획이다.

임종식 교육감은 “폐교 활용은 단순히 공간을 채우는 것이 아니라 마을의 삶과 가치를 회복하는 계기가 될 것”이라며 “교육청은 공간을 제공하고, 마을은 생명을 불어넣는 상생의 모델이 확산되길 기대한다”고 밝혔다.

This is a new approach, transforming idle assets into shared assets rather than simply disposing of them.

Last year, a total of ten applications were received through a public offering, and four closed schools were ultimately selected after a thorough review process. These groups signed free loan contracts for two years, with a one-year extension possible if necessary. Public interest and stability were both secured by allowing for warnings or contract termination if the use differs from the original plan or if management issues arise.

Four Closed Schools: Turning Village Dreams into Reality

The four selected closed schools have been given a new look, each tailored to their unique local resources and needs.

The Sinam Branch of Subi Elementary School in Yeongyang County will be transformed into a specialized crop cultivation facility and community sports facility. This will increase residents' income and foster healthy exchanges.

The Hyangsan Branch of Haepyeong Elementary School in Gumi City will be transformed into a smart farm and a community lifelong learning space. This model, combining digital agriculture and education, is expected to serve as a testbed for future rural development.

Iga Elementary School in Pohang City will be transformed into a fishing village experiential education center. Through fishing, seafood harvesting, and marine ecology education, it is expected to attract visitors and revitalize the local economy.

A portion of the main school building of Uigok Elementary School in Gyeongju City will be utilized as a fertilized egg production facility. By collaborating with residents on production and distribution, the school will establish a shared income base and strengthen local agricultural independence.

A New Model of Hope in an Era of Population Decline

Gyeongbuk's utilization of closed schools is recognized as an advanced model that goes beyond simply filling empty buildings. It restores community spirit and promotes sustainable development through resident participation.

When used as lifelong learning centers or experiential facilities, not only does resident satisfaction increase, but it also has a positive impact on the local economy by attracting external visitors.

The Gyeongbuk Office of Education plans to continue supporting the closed school utilization project as a policy model for regional revitalization through expanded public offerings, regular inspections, and administrative support.

Superintendent Lim Jong-sik stated, "The utilization of closed schools is not simply about filling space; it will serve as an opportunity to restore the life and value of the village. I hope this model of mutual prosperity, where the Office of Education provides space and the village breathes life into it, will spread."
