【브레이크뉴스 대구】진예솔 기자=전국학교비정규직연대회의가 5일 총파업에 돌입하면서 대구지역 학교 급식 운영에 차질이 빚어졌다.

대구 지역 교육공무직원 8천5백여 명이 근무하는 가운데, 영양사·조리사·조리실무원 등 급식 관련 직종의 파업 참여로 일부 학교는 정상적인 급식 제공이 어려웠다.

대구시교육청에 따르면 이날 급식을 실시하는 학교 37곳 가운데 유치원 2곳, 초등학교 17곳, 중학교 11곳, 고등학교 7곳이 대체식을 제공했다. 일부 학교는 도시락·빵·음료 등으로 급식을 대신했다. 

중간·기말고사 일정 조정에 나선 학교도 생기면서 학사 운영까지 영향을 받는 상황이다.

교육청은 “학생들의 안전과 급식 공백 최소화를 위해 대응 중이지만, 파업이 길어질 경우 운영 차질이 커질 수 있다”고 밝혔다.

한편 비정규직연대회의는 지난달부터 릴레이 파업을 이어오며 저임금 구조 개선과 동일가치노동 동일임금 원칙 도입 등을 요구해 왔다. 이들은 “정규직 대비 낮은 임금인상률과 누적된 격차, 방학 중 무임금, 각종 수당 차별이 여전히 해소되지 않았다”고 주장한다.

노조가 지적한 급식실 노동환경 문제도 반복적으로 제기돼 왔다. 조리사 1명이 100명 이상의 급식을 책임지는 고강도 업무, 높은 사고·산재 비율, 대체인력 부재 등이 지속적인 위험 요인으로 꼽힌다. 설문조사에 따르면 조리종사자의 79%가 근골격계 질환을 경험했고, 절반 가까이가 치료가 필요한 사고를 겪었다.

또한 연대회의는 17개 시도교육청의 “전원 합의 구조”가 교섭을 지연시킨다며 교육부가 책임 있는 교섭 체계를 마련해야 한다고 강조했다. 학교급식법 개정 등 제도 개선도 촉구하고 있다.

민주노총 대구지역본부는 성명을 통해 “이번 총파업은 학교비정규직 노동자들의 생존권 투쟁”이라며 “지역 교육의 지속 가능성을 위해서라도 구조적인 차별 해소가 시급하다”고 밝혔다.

대구 지역 학교 급식 운영은 연대회의의 교섭 진행 상황과 파업 지속 기간에 따라 당분간 유동적일 것으로 보인다.

The union's concerns about the cafeteria working environment have also been repeatedly raised. High-intensity work, with each cook responsible for over 100 meals, a high rate of accidents and industrial accidents, and the lack of replacement workers are cited as persistent risk factors. According to a survey, 79% of cooks experienced musculoskeletal disorders, and nearly half suffered accidents requiring medical attention.

The Solidarity also emphasized that the Ministry of Education must establish a responsible negotiation system, arguing that the "unanimous agreement" structure of the 17 provincial and metropolitan offices of education is delaying negotiations. The Daegu Regional Headquarters of the Korean Confederation of Trade Unions (KCTU) stated in a statement, "This general strike is a struggle for the survival of irregular school workers. To ensure the sustainability of local education, eliminating structural discrimination is urgent."

The operation of school meals in Daegu is expected to remain fluid for the time being, depending on the progress of the Solidarity Conference's negotiations and the duration of the strike.
