강 교육감은 앞서 교육부가 발표한 '고교학점제 운영 개선 대책'에 대한 입장을 밝혔다. 

그는 제도 도입 초기 학교 현장의 부담을 줄이고 운영 여건을 개선하기 위한 의미 있는 조치라고 평가했다.

학점제의 취지는 유지하면서 학생과 학교의 어려움을 줄이고 격차를 완화하려는 고민이 담겨 있다는 것이 강 교육감의 설명이다. 

또한 진로·학업 설계 지원 강화, 기초학력 보장, 수행평가 부담 경감, 출결 처리 개선, 온라인학교 확대 등 현장 중심의 개선 내용이 실질적인 도움을 줄 것으로 내다봤다.

교육부가 내놓은 개선안의 핵심은 교사와 학생의 부담을 덜어주는 데 있다. '최소 성취수준 보장지도' 기준을 완화하고 보충 지도 시수를 1학점당 5시수에서 3시수 이상으로 줄였다. 선택과목은 출석률만으로 학점 이수 기준을 평가하는 방안도 검토한다.

출결 관리와 학생부 기재 부담도 대폭 줄어든다. 과목 담당 교사와 담임 교사가 동시에 출결 처리 권한을 갖게 되고, 공통과목 세부능력 특기 사항 기재 분량은 1천자에서 500자로 절반으로 줄어든다. 여러 과목을 맡아 어려움을 겪던 교원들을 위해 적정 배치와 연수도 추진된다.

기초 학력 보장 체계도 한층 강화된다. 국가기초학력지원포털을 구축하고 전담 교원을 늘리며, 맞춤형 수업 모델을 개발해 학생들의 과목 선택을 돕는다. 개선된 학점 이수 기준은 2026학년도 1학기부터 적용된다.

강 교육감은 긍정적 평가와 함께 제도의 실효성을 높이기 위한 세 가지 원칙도 제시했다.

먼저 최소 성취수준 보장지도 기준이 완화되더라도 학생 상황을 고려한 맞춤형 성장 지원이 반드시 이뤄져야 한다고 강조했다. 모든 학생이 최소한의 성취 수준에 도달할 수 있도록 책임교육 원칙을 지켜야 한다는 것이다.

고교학점제 운영에 필요한 적정 교원 정원 확보와 배치도 필수적이라고 못박았다. 이를 위해 교육부와 관계 부처의 적극적인 노력을 촉구했다.

기초가 되는 공통과목의 학점 이수 기준은 출석률과 학업성취율을 함께 적용해 학생들이 미래를 살아가는 데 필요한 학습 기반을 마련해야 한다는 주문도 덧붙였다.

강 교육감은 "대구교육청은 교육 주체 간 소통과 협력을 통해 고교학점제가 현장에 안정적으로 자리잡도록 힘쓰겠다"며 "모든 학생이 자신의 역량을 발휘할 수 있는 미래지향적 교육을 실현하는 데 앞장서겠다"고 밝혔다.

The burden of attendance management and student record keeping will also be significantly reduced. Subject teachers and homeroom teachers will simultaneously have attendance processing authority, and the space required to record specific skills and special abilities in common subjects will be halved from 1,000 to 500 characters. Appropriate placement and training will be provided to teachers who struggle to handle multiple subjects.

The basic academic ability guarantee system will also be further strengthened. The National Basic Academic Ability Support Portal will be established, the number of dedicated teachers will be increased, and customized teaching models will be developed to assist students in subject selection. The improved credit completion criteria will be implemented starting with the first semester of the 2026 school year.

Superintendent Kang, along with his positive assessment, presented three principles to enhance the system's effectiveness.

First, he emphasized that even if the minimum achievement level guarantee guidelines are relaxed, customized growth support that takes into account each student's circumstances must be provided. He emphasized that the principle of responsible education must be adhered to so that all students can achieve the minimum achievement level.
