23일 전북대학교 국제컨벤션센터에서 열린 전국시도교육감협의회에서는 제89회 총회에서는 「장애인고용촉진 및 직업재활법」개정 건의 등 8건의 안건 심의‧의결과 학교폭력 예방 및 근절 대책에 관한 대책 등을 논의가 진행되었다.

이날 심의‧의결된 안건들은「장애인고용촉진 및 직업재활법」개정, 다양한 형태의 특수학교 설립을 위한「초‧중등 교육법」개정, 학교용지 매입 시 이자가산 제도 개선 (1995년 이전 개발된 학교용지), 교육비 지원 시기 조정, 유보통합 추진 방안에 대한 개선대책 마련, 특근매식비 기준단가 인상 등이다.

이와 함께 협의회는 교육부에서 새롭게 수립하고 있는 학교폭력 근절 및 예방 대책의 개선 요구에 대한 교육의제 토의를 실시하였으며 더불어 중앙지방협력회의 「지방교육재정 합리화 방안(안)」에 담긴 시도세 전출률 인하(현행의 1/2 수준)와 하한선 설정 및 조례 제정에 대해 시도교육감들은 동의할 수 없다는 입장을 명확히 밝히기도 했다.

아울러 고교학점제 시행에 따른 성취평가제 도입은 고교교육과정 정상화에 초점을 두고 논의해 나갈 것을 당부했다.

전국시도교육감협의회장 서울특별시 조희연교육감은  “현재 교육계의 현안인 지방교육재정 합리화, 유보통합, 전국 단위 학생 평가 운영 안정성 확보, 고교 성취평가제 등에 전국시도교육감협의회 차원에서 적극 대응하여 합리적 대안을 제시하겠다.”라고 밝혔다. 

특히 학생 수 감소를 빌미로 한 교육재정 축소 움직임에 우려를 표해, “시도세 전입금의 절반 축소는 절대 받아들일 수 없다”라고 말하였다. 또한 새로운 학교폭력 예방 대책과 관련하여 “현재의 학교폭력 예방 대책은 초1부터 고3까지 모든 학생들에게 동일한 기준을 적용하고 있는 문제가 있으며, 새로이 발표되는 학교폭력 예방 대책은 학생의 발달단계를 고려한 맞춤형 접근이 필요하다.”라고 덧붙여 말했다.

제90회 총회는 2023년 5월 18일 광주광역시교육청 주관으로 개최될 예정이다.
