【브레이크뉴스 대구】진예솔 기자=전국시도교육감협의회(회장 강은희 대구광역시교육감)가 8월 11일 서울 국회의원회관 제9간담회의실에서 '지방교육재정의 현재, 미래는?'을 주제로 토론회를 개최했다.

이번 토론회는 국회 교육위원회 김문수 의원과 협의회, 지방교육재정 교육감 특별위원회(위원장 임태희 경기도교육감)가 공동 주최했으며, 교육부 관계자와 교육재정 전문가, 시·도교육청 관계자 등 50여 명이 참석했다.

협의회는 정부의 ▲유아교육지원특별회계 유효기간 연장 ▲고교 무상교육 국가지원 3년 연장 ▲금융·보험사 교육세율 인상 등을 긍정적으로 평가했으나, 구조적 재정 문제를 해소하기엔 부족하다고 지적했다.

이선호 한국교육개발원 본부장은 기조발제에서 학생 수와 특성에 기반한 적정교육비 기준 마련을 제안했다.

토론에서는 각 시·도 예산 담당자들이 기금 고갈과 재정 여력 한계로 교육권과 학습환경이 위협받고 있다고 우려를 표명했다.

강은희 협의회장은 "지방교육재정은 아이들의 배움과 성장을 지켜내는 국가의 책임"이라며 "학령인구 감소를 이유로 재정을 줄이는 것은 위험하다"고 강조했다.

그는 "협의회는 국회·정부와 협력해 안정적 확보와 공교육 본질 수호에 최선을 다하겠다"고 다짐했다.

이번 토론회는 지방교육재정의 구조적 문제점을 진단하고, 미래 교육환경 변화에 대응한 재정 확보 방안을 모색하는 중요한 논의의 장이 됐다는 평가를 받고 있다.
