입장문에서 전국시도교육감협의회는 담배소비세분지방교육세 일몰은 시도교육청 전입금 감소를 초래하고 교육 여건 악화로이어져 학생 교육의 질을 떨어뜨리게 된다. 최근 ‘시도교육청 예산에 여유가 있다’는 언론의 말은 현실과 다르다고 밝혔다.

정부는 유·초·중·고등학생들을 위해 사용해야 할 지방교육재정교부금 중 2023년 1.5조원, 2024년 2.2조원을 고등평생교육특별회계법을 신설하여 고등·평생교육을 위해 사용하고 있으며, 최근 2년간 정부의 세수 결손으로 미교부된 15조여원의 부담을 고스란히 떠안게 된 시도교육청은 그간 어렵게 적립한 기금으로 세수 결손 위기를 극복하고 있다.

게다가 향후 고교 무상교육 일몰로 인한 연 1조원, 학교용지부담금 연간 2천억원 등 세입 감소가 누적되면 시도교육청이 보유한 기금적립액은 2026년 이후 고갈될 전망이다. 이로 인해 일부 시도교육청은당장 지방채 발행까지 검토해야 하는 심각한 재정위기에 직면해 있다.

이는 시도교육청의 내진보강, 석면제거, 장애학생 편의시설 설치, 기초학력 부진학생 지도, 특성화고 취업 지원, 보육 교실 지원 등 학생을위해 추진하던 사업을 축소해야 하는 상황으로 학생의 안전, 건강, 복지가 위협받을 수 있다.

한편, 지방교육재정이 악화되는 상황에서도 시도교육청은 유보통합이나 늘봄학교, AI디지털 교과서 도입과 같이 막대한 재정 부담을 초래하는 교육정책 실행을 앞두고 있다. 그 중 유보통합은 중앙정부뿐만 아니라 지방자치단체의 기존 보육예산 이관이 반드시 필요한데도지방자치단체는 보육예산 이관을 강력히 반대하는 실정이다.

이에 전국시도교육감협의회는 29년간 유지해 온 담배소비세분 지방교육세를 일방적으로 일몰시키려는 행정안전부에 강력한 유감을 표명하며, 시도교육청의 주요 세입재원인 담배소비세분 지방교육세를 2027년까지최소 3년 연장한 후 2028년부터 단계적으로 축소하되 별도의 국고지원을 포함한 특단의 대책 마련을 국회와 정부에 강력히 요청한다고 밝혔다.

The government is using 1.5 trillion won in local education finance grants in 2023 and 2.2 trillion won in 2024 for higher education and lifelong education by establishing the Higher Lifelong Education Special Account Act, and the provincial offices of education, which have been burdened with the entire 15 trillion won that was not allocated due to the government's tax deficit over the past two years, are overcoming the tax deficit crisis with funds that they have accumulated with difficulty.

Meanwhile, even as local education finances are worsening, city/provincial offices of education are about to implement educational policies that will incur enormous financial burdens, such as the integration of preschools, Neulbom School, and the introduction of AI digital textbooks. Among them, the integration of preschools requires the transfer of existing childcare budgets from not only the central government but also local governments, but local governments are strongly opposed to the transfer of childcare budgets.
