【브레이크뉴스 대구】진예솔 기자=전국시도교육감협의회(회장 조희연 서울특별시교육감, 이하 협의회)가 정부의 교원 정원 감축 정책에 대해 재검토를 요구하는 입장문을 20일 발표했다.

지난 17일 교육부는‘교육 현안 관련 당정협의회'를 통해 “학령 인구 감소에 따라 향후 5년간 공립 초·중등학교 교사 수를 감축한다.”는 입장을 공식화 했다.

이에 협의회는 “교육부의 교원 감축 정책이 교육의 실상을 제대로 반영하지 못했을 뿐만 아니라 선진교육으로 발돋움할 수 있는 기회를 잃게 되는 정책”이라고 지적에 나섰다.

이들은 “교육이 실제로 이루어지는 단위는 학급이기 때문에 교원 정원은 학급당 학생 수를 기준으로 해야 한다.”고 주장했다.

그러면서 “현재 우리나라 전체 학교의 24.7%에서 과밀학급이 운영되고 있는 상황에서 교원 정원을 감축한다면 과밀학급은 더욱 증가하게 되어 교육의 질 저하를 막을 수 없다.”고 이유를 설명했다.

또한 “교원 정원을 감축한다면 학교 수 축소로 이어질 수밖에 없고, 이는 농어촌지역의 소규모 학교 통폐합을 더욱 가속화하여 지역균형발전의 붕괴 및 지역 소멸을 재촉할 우려가 매우 크다.”고 강조했다.

뿐만 아니라 교원 정원을 감축하면 전면 실시를 앞두고 있는 고교학점제의 성공적인 운영도 불가능 하다고 지적했다.

협의회는 “고교학점제 성공의 핵심 요소는 다양한 선택과목 개설으로 교원이 감축되면 한명이 많은 과목을 지도하게 되어 전문성이 저하된다.”고 꼬집었고 아울러 기초학력 보장 요구 및 학교폭력, 부적응, 다문화 등 국가 책임교육 실현에 대한 우려를 드러내기도 했다.

전국시도교육감협의회장 조희연 서울교육감은 “우리교육이 언제까지나‘콩나물시루’로 상징되었던 과거 모습에 안주할 수는 없다”며 “학령인구 감소야말로 학생 개인별 맞춤형 미래교육을 실시하여 우리나라를 세계 선도국가로 도약시킬 수 있는 절호의 기회라는 점을 인식해야 한다.”고 강조했다.
