【브레이크뉴스 대구】박은정 기자=대구시는 교육부 주관 ‘지역혁신중심 대학지원체계(라이즈, RISE)’ 시범지역 공모에 최종 선정됐다고 8일 밝혔다.

라이즈는 윤석열 정부 국정과제인 ‘지방대학 시대’실현을 위해 대학의 행·재정 지원 권한을 지자체에 이양해 지역발전과 연계한 대학 육성으로 지방과 대학의 동반성장을 추진하는 체계다.

사업 공모에서 대구시는 ‘특성화와 열린대학 중심 융합인재 육성’을 기본방향으로 4대 핵심프로젝트(파워풀 인재양성, 지·산·학·연 산업대전환, 현장밀착 캠퍼스운영, 차세대 열린대학)와 신산업 거점 글로컬대학 및 정주형 특성화대학 육성을 제안했다. 

또 대구시 주도 인재양성 성공사례들을 피력해 RISE체계의 추진역량과 의지를 인정받았다.

시범운영기간인 오는 2024년까지 RISE 전담조직 및 운영기관을 구성하고, 거버넌스 구축을 통해 혁신모델 및 대학지원계획을 수립하고 2025년부터 교육부 대학재정지원사업(RIS, LINC 3.0 등)예산이 모두 RISE로 통합·이양되어 대구시 주도의 혁신모델로 대학을 지원하게 된다.

특히 혁신역량을 가진 지역대학을 ‘글로컬대학’으로 선정해 2027년까지 비수도권 30개 내외를 지정해 5년간 1,000억 원을 지원할 계획인데, 이번 시범지역 선정으로 올해 당장 10개의 글로컬 대학 선정에 유리한 입지를 선점했다.

이 밖에도 고등교육혁신특화지역으로 자격도 주어져 대학 혁신을 위한 규제가 개선되고, RIS, LINC 교육부 각종 공모사업에 지역대학이 신청 시 가점이 주어진다.

향후, 대구시는 지속적인 협의와 컨설팅 통해 교육부와 RISE 기본운영계획에 합의한 후 올해 7월경 협약을 체결할 예정이다.

홍준표 대구시장은 “앞으로 전문가와 대학이 힘을 합쳐 혁신적인 대구형 RISE 모델을 만들 것”이라며, “선택과 집중을 통해 대학을 특성화하고 글로벌 대학을 육성하여 경쟁력을 제고하겠다. 그리고 우수한 인재를 기업에 지원하여 경제성장을 견인하고 청년이 정주하는 대구가 되도록 하겠다”고 말했다.
