배기철 동구청장이 제306회 임시회 제2차 본회의에서 5분 발언을 앞두고 이은애 동구의원과 다툼을 벌이다 퇴장하는 초유의 사태가 벌어졌다.

23일 이은애 의원은 제306회 동구의회 임시회 제2차 본회의에서 배 구청장을 비판하는 내용의 5분 자유 발언을 앞두고 있었는데 이를 미리 확인한 배기철 청장이 임시회 개회 전 항의하면서 다툼이 시작됐다.

배 청장은 평소 구의원들에 하대하고 의정활동에 간섭해 왔다는 내용의 5분 자유발언에 대해  사실무근이라며 명예훼손 감이라고 지적했고 이 의원은 사실과 다르면 고소하라고 맞섰다.

실랑이가 이어지는 가운데 차수환 동구의장이 의회 개회를 위해 배 청장에게 ‘듣기 싫으면 퇴장하셔도 된다’고 하자 배 청장은 장내를 향해 “다 나가”라고 외치면서 방청석에 있던 공무원 20여 명과 함께 퇴장했다.

배기철 구청장은 “5분 발언에 해명할 수 있도록 구정 질의를 이용해 달라고 했더니 싫다고 하더라”면서 “흠집내기용 질의로 언론에 내보내려는 악의적 의도가 너무 명백해서 규정대로 퇴장했다”고 해명했다.

그러면서 “청장이 나가면 직원들도 나가야지 있을 필요 없다. 출석 통지를 아무도 안 받았고 그래서 규정대로 했을 뿐이며 지시나 선동이 아니고 청장이 나가면 따라 나가는 게 그것이 당연하다”고 덧붙였다.

한편 배기철 구청장은 이날의 사태를 두고 이은애 의원에 대한 명예훼손 등 법적 대응을 검토 중인 것으로 전해진다.
