【브레이크뉴스 대구】진예솔 기자=6월 3일 치러지는 전국 동시지방선거를 앞두고 기초단체장들의 행정 마인드가 어느 때보다 중요한 화두로 떠올랐다.

특히 대구·경북 지역에서는 오랜 기간 ‘보수 텃밭’으로 불려온 국민의힘이 정권을 넘겨주는 과정에서 지역민을 대표하는 단체장들의 역할이 얼마나 막중한지 다시 한 번 절감하고 있다. 이번 6월 지방선거를 준비하는 각오가 남다를 수밖에 없다.

누구나 선거에 출마할 수 있지만, 모두가 당선의 영광을 안을 수 있는 건 아니다. 결국 지역에 맞는 행정 철학과 이를 실현할 역량을 갖춘 인물이 선택받는다.

이에 본지는 다양한 분야의 질문으로 이번 선거에 나선 후보들의 행정 철학을 검증하고, 유권자들에게 신중한 선택을 할 수 있도록 기획 인터뷰를 마련했다.<편집자 주>

“동구는 멈춰 있었다… 이제는 누군가 책임지고 방향을 잡아야 한다”

6월 지방선거를 앞두고 동구청장 출마를 준비 중인 권기일 국민의힘 대구시당 부위원장은 현재 동구의 상황을 ‘정체 상태’로 진단했다. 

인구 감소와 생활권 공동화, 구도심 쇠퇴가 동시에 진행되는 가운데 정책의 연속성과 지역 정체성 모두 흐려졌다는 평가다. 

그는 “다른 지역이 시속 60~80km로 달려가는 동안 동구는 사실상 멈춰 있었다”며 “이제는 책임지고 방향을 잡을 사람이 필요하다”고 말했다.

“인구 감소는 구조적 문제… 동구 내부 격차가 더 심각하다”

권 부위원장은 동구가 겪는 인구 감소를 지방 도시 전반의 구조적 문제로 봤다. 양질의 일자리 부족과 구도심 낙후가 청년층 유출로 이어졌다는 분석이다. 다만 그는 동구 내부의 불균형을 더 큰 문제로 지적했다.

신서혁신도시와 이시아폴리스가 조성된 강동지구는 공공기관과 산업시설 유치로 인구 감소와 고령화가 상대적으로 완만한 반면, 신암동·신천동·효목동 등 강서지구는 전형적인 구도심으로 인구 감소와 고령화가 동시에 진행되고 있다는 설명이다. 그는 “같은 동구 안에서도 생활 여건의 온도 차가 너무 크다”고 말했다.

“해법은 일자리와 교육… ‘살 수 있는 도시’로 바꿔야”

권 부위원장이 제시한 해법의 핵심은 일자리와 교육이다. 젊은 세대가 정착할 수 있는 환경을 만들지 못하면 인구 감소는 멈출 수 없다는 판단이다. 그는 “수성구에 필적하는 생활환경을 만들어야 신혼부부와 청년층이 들어온다”고 강조했다.

신서혁신도시는 확장하되 기존 도심과 유기적으로 연결하고, 강서지역 구도심은 재개발을 통해 교육·문화·건강 기능을 갖춘 생활권으로 재편하겠다는 구상이다. 단순한 물리적 개발이 아니라 실제로 사람이 살 수 있는 도시로 바꾸는 것이 목표라고 밝혔다.

“동대구역과 혁신도시, 하나의 혁신 벨트로 키워야”

동대구역과 신서혁신도시라는 성장 거점이 있음에도 효과가 동구 전반으로 확산되지 못한 이유로는 ‘연결 전략 부재’를 꼽았다. 동대구역은 대구의 관문이고, 신서혁신도시는 조성된 지 10년이 넘었지만 두 거점을 하나의 산업 생태계로 묶는 데 한계가 있었다는 지적이다.

특히 4차 산업혁명 시대에 공공기관이 AX 정책을 선도하며 산업 혁신을 이끌어야 했지만, 이를 뒷받침할 IT·첨단산업 관련 공공기관과 기업 유치가 부족했다고 평가했다. 혁신도시와 첨단의료복합단지에 공공·연구기관은 들어섰지만, 연관 산업단지 조성이 미흡해 시너지가 제한적이었다는 것이다.

그는 동대구역에서 신서혁신도시까지를 하나의 혁신 벨트로 조성하고, 교통 접근성 개선과 함께 R&D와 생산 플랜트를 연계해야 한다고 밝혔다. 2차 공공기관 지방 이전 국면에서 이전 기관을 동구 혁신도시 지역에 집중 유치해야 동구만의 산업 경쟁력이 생긴다는 주장이다.

“공항 이전, 결정권은 없어도 압박할 책임은 있다”

대구공항 이전 논의 장기화로 인한 주민 피로감에 대해서는 구청장의 역할을 분명히 했다. 공항 이전은 국가와 대구시가 주도하는 사안이지만, 그 과정에서 발생하는 주민 피해를 외면해서는 안 된다는 것이다.

권 부위원장은 “구청장은 결정권자는 아니지만, 목소리를 내고 정책의 방향과 속도를 점검하며 압박해야 할 책임이 있다”고 말했다. 그는 공항 후적지 개발에 대해서도 전문기관 용역을 통해 청사진을 마련하고, 그 결과를 바탕으로 정치권과 중앙정부를 압박해야 한다고 강조했다.

특히 비행 소음 피해 보상 지연 문제를 구체적으로 언급했다. 그는 “민생지원금은 한 달 만에 지급되는데, 소음 피해 보상은 수개월이 걸린다”며 “수년간 반복된 제도인 만큼 시스템 개선이 필요하다”고 말했다.

“재개발은 이익이 아니라 주거 환경의 문제”

재개발·재건축 갈등과 관련해서는 구청장의 조정 역할을 강조했다. 주택 경기 침체로 재개발을 재산 증식 수단으로 기대했던 인식과 현실이 충돌하면서 갈등이 커지고 있다는 분석이다.

권 부위원장은 “이제 재개발을 이익의 관점이 아니라 주거 환경 개선의 관점에서 바라봐야 한다”며 “구청이 나서서 시행사와 주민 간 대화를 유도하고, 합리적인 규제 완화와 행정 지원을 병행해야 한다”고 밝혔다.

“동구청장은 연결하는 사람이어야 한다”

산업 침체와 청년 유출 속에서 동구만의 경제 전략으로는 혁신 벨트 조성을 통한 AI·바이오·헬스케어 분야 육성을 제시했다. 다만 구청장이 직접 대규모 일자리를 만드는 데는 한계가 있다는 점도 분명히 했다.

그는 “동구의 경제 예산은 연 60억 원 수준”이라며 “중요한 건 중앙정부와 교육청, 산업부 예산 구조를 이해하고 기업들이 받을 수 있는 지원을 연결해 주는 역할”이라고 말했다. 기업 지원 TF를 통해 지역 기업의 경쟁력을 키우고, 그중 일부만 성장해도 청년 일자리는 만들어질 수 있다는 설명이다.

권기일 부위원장은 이번 선거를 “동구를 다시 움직이게 할 수 있느냐를 묻는 선택”이라고 규정했다. 그는 “4년 동안 제 역할을 하지 못하면 그 피해는 고스란히 주민에게 돌아간다”며 “정치와 행정을 모두 경험한 만큼, 동구 행정을 입체적으로 운영하겠다”고 밝혔다.

The Shinseo Innovation City plan aims to expand while organically connecting with the existing downtown area, while redeveloping the old Gangseo area into a living zone with educational, cultural, and health functions. "Dongdaegu Station and the Innovation City must be developed into a single innovation belt."

Regarding the protracted discussion on Daegu Airport relocation, the district mayor clarified his role. While the airport relocation is a matter led by the national government and the city of Daegu, he stressed that the impact on residents caused by the process should not be ignored.

Vice Chairman Kwon stated, "The district mayor is not the decision-maker, but he has a responsibility to speak out, monitor the direction and pace of policy, and exert pressure." He also emphasized the need to develop a blueprint for the airport's post-relocation site through a specialized agency and, based on the results, to pressure politicians and the central government.

He specifically addressed the issue of delayed compensation for aircraft noise damage. He said, "The livelihood support fund is paid out in a month, but noise damage compensation takes months." He added, "This system has been around for years, so system improvement is necessary."

"Redevelopment is not about profit, but about the residential environment."

Regarding the conflict between redevelopment and reconstruction, he emphasized the district mayor's role as a mediator. He analyzed that the conflict is growing as the perception of redevelopment as a means of wealth accumulation clashes with reality due to the housing market downturn.

"The Dong-gu mayor should be a connector."

Amidst the industrial downturn and youth exodus, he proposed fostering AI, bio, and healthcare through the creation of an innovation belt as a unique economic strategy for Dong-gu. However, he also made clear that the district mayor's ability to directly create large-scale jobs is limited.

He stated, "Dong-gu's economic budget is approximately 6 billion won per year," and added, "The key is to understand the budget structures of the central government, the Office of Education, and the Ministry of Trade, Industry and Energy and to connect businesses with the support they can receive." He explained that the business support task force will enhance the competitiveness of local businesses, and even if just a small portion of them grow, jobs for young people can be created.

Vice Chairman Kwon Ki-il characterized this election as "a choice to see if we can get Dong-gu moving again." He added, "If we fail to fulfill our role for four years, the consequences will fall squarely on the residents. With experience in both politics and administration, I will manage Dong-gu administration in a multi-faceted manner."
