【브레이크뉴스 대구】진예솔 기자=6월 3일 치러지는 전국 동시지방선거를 앞두고 기초단체장들의 행정 마인드가 어느 때보다 중요한 화두로 떠올랐다.

특히 대구·경북 지역에서는 오랜 기간 ‘보수 텃밭’으로 불려온 국민의힘이 정권을 넘겨주는 과정에서 지역민을 대표하는 단체장들의 역할이 얼마나 막중한지 다시 한 번 절감하고 있다. 이번 6월 지방선거를 준비하는 각오가 남다를 수밖에 없다.

누구나 선거에 출마할 수 있지만, 모두가 당선의 영광을 안을 수 있는 건 아니다. 결국 지역에 맞는 행정 철학과 이를 실현할 역량을 갖춘 인물이 선택받는다. 

이에 본지는 다양한 분야의 질문으로 이번 선거에 나선 후보들의 행정 철학을 검증하고, 유권자들에게 신중한 선택을 할 수 있도록 기획 인터뷰를 마련했다.<편집자 주>

“달서의 경쟁력은 사람과 일자리”

대구에서 인구 규모가 가장 큰 달서구는 최근 인구 정체와 고령화가 동시에 진행되고 있다. 김형일 전 달서구 부구청장은 이를 전국적인 저출산·고령화 흐름 속에서 나타난 구조적 문제로 진단했다. 그는 “지방소멸은 단순히 지역의 문제가 아니라 국가 경쟁력 저하로 이어지는 사안”이라며 “중앙정부 차원의 특단의 대책이 병행돼야 한다”고 말했다.

김 전 부구청장은 인구 감소 대응의 핵심 지표로 ‘정주여건 개선’을 꼽았다. 그는 “좋은 일자리가 있어야 젊은 층이 머문다”며 “대구시와 구·군이 협력해 기업 유치에 적극 나서야 한다”고 강조했다.

특히 교육과 문화가 인구 이동의 중요한 변수로 작용하고 있는 만큼, 전 생애 평생교육과 자녀교육, AI 시대에 맞는 인성교육까지 아우르는 명품 교육문화 도시 조성이 필요하다고 밝혔다. “구민이 빛나고 살 맛 나는 달서구를 만드는 것이 인구 정책의 출발점”이라는 게 그의 설명이다.

성서산단, ‘노후 산업단지’ 한계 넘어야

성서산업단지를 중심으로 한 제조업 침체에 대해서는 산업구조 자체의 노후화를 가장 큰 한계로 지적했다. 김 전 부구청장은 “과거 제조업 중심으로 설계된 산업단지가 산업·기술 변화 속도를 따라가지 못하고 있다”며 “영세 중소기업 위주의 저밀도 토지 이용, 공간 구조의 한계가 복합적으로 작용하고 있다”고 진단했다.

여기에 경기 악화와 전기요금 등 부대비용 상승, 로봇·AI·바이오 등 신산업 전환에 능동적으로 대응하지 못한 점도 성서산단의 경쟁력을 떨어뜨린 요인으로 꼽았다.

제조업 고도화와 AI 기반 신산업 병행

산업 정책의 방향에 대해 그는 ‘선택과 집중’을 강조했다. 경쟁력 있는 기존 제조업은 유지·지원하되, 미래 수요가 확실한 AI 기반 산업으로 전환해야 한다는 것이다. 특히 로봇 완제품보다는 감속기, 프레임, 케이블 등 부품·모듈 분야와 스마트팩토리 장비에 특화하고, 전문 인력 양성에 집중해야 한다고 밝혔다.

구청장이 직접 책임질 수 있는 역할로는 업종 전환과 고도화 지원 대상 기업을 발굴해 대구시·중기부 공모사업과 연계하고, 관내 대학과 협력한 청년 기술인 정착 프로젝트를 제시했다. 이와 함께 대기오염 방지시설 지원, 특허 출원 지원, 지역 기업의 공공조달 시장 진출 확대도 필요하다고 덧붙였다.

생활권 불균형, ‘성서권’부터 손본다

달서구 내부의 생활권 격차에 대해서는 성서권과 월배권의 차이를 짚었다. 진천·월성 일대는 대단위 아파트와 상업시설 조성으로 신도심이 형성되며 젊은 층이 유입되고 있지만, 용산을 중심으로 한 성서권은 중·장년층 비율이 높은 구도심이라는 설명이다.

김 전 부구청장은 “성서권에는 중·장년층을 위한 평생교육 인프라와 프로그램, 생활체육 시설을 대폭 강화해 ‘살 맛 나는 지역’으로 만들어야 한다”고 말했다. 폐교 활용 등 유휴 공간을 적극 활용하겠다는 구상도 밝혔다.

달서구, ‘베드타운’ 넘어 서부권 중심으로

달서구의 장기 비전에 대해 김 전 부구청장은 ‘서부권 핵심 생활·문화 거점’을 제시했다. 신월성을 중심으로 한 학군, 죽전네거리를 중심으로 한 주상복합 조성 등으로 달서구는 이미 새로운 부도심으로 성장하고 있다는 평가다.

향후 두류공원이 국가도시공원으로 지정되고, 인접 지역에 대구시청사가 들어설 경우 행정·문화·관광의 중심지로 도약할 수 있다는 구상도 내놓았다. 월광수변공원, 대구수목원, 한실들 산림휴양공원, 국립치유의 숲, 낙동강 달성습지를 잇는 생태·관광 축을 완성해 ‘머물고 쉬어가는 힐링 활력도시’를 만들겠다는 계획이다.

우선 투자 분야는 교육과 문화

재정 여건이 넉넉지 않은 상황에서의 선택과 집중에 대해 그는 교육과 문화에 방점을 찍었다. 

“구민 행복지수는 교육·문화·생활환경·복지가 종합적으로 작용한 결과”라며 “달서구가 대구시 최초 평생학습도시이자 지식재산도시로 지정된 저력을 살려 전 생애 교육이 강한 명품 교육도시, 풍요로운 문화관광 도시를 만들어가겠다”고 말했다.
