【브레이크뉴스 대구】진예솔 기자=25일 오전 대구 동구청 앞에 전세사기·깡통전세 피해 대구대책위원회와 피해자들이 기자회견을 열고 효목동 다가구주택에서 벌어진 전세사기 피해 선제적 대책 마련을 촉구했다. 

이번 사기 피해는 6가구, 피해 규모는 약 2억 9천만 원에 이른다. 가해 임대인은 일부 임차인에게 보증금 반환을 약속하는 각서를 작성했으나 실제로는 반환하지 않았고, 오히려 법원에 개인회생을 신청해 책임을 회피하고 있는 것으로 알려진다.

피해자들은 수년간 모은 전 재산과 청년전세자금대출로 계약을 체결했으나, 보증금을 돌려받지 못한 채 경매 절차마저 중단되면서 심각한 생활고에 직면해 있다. 

특히 임대인의 개인회생 신청은 사실상 제도의 악용으로, 세입자들의 권리를 무력화시키고 있다는 비판이 제기된다.

피해자들은 “집주인의 꼼수로 경매 절차마저 중단됐다”며 “전 재산이 묶여 길바닥에 나앉을 처지”라고 호소했다.

한 피해자의 어머니는 “아들이 외국 근무를 마치고 돌아오면 어디로 가야 하느냐”고 답답함을 호소했다.

그는 “전 재산을 보증금으로 맡겼지만 집주인은 보증금을 돌려줄 생각도, 다른 세입자를 구할 노력도 하지 않았다"며 "개인회생이 세입자들의 목줄을 죄는 수단이 되어서는 안 된다"고 목소리를 높였다.

황순규 진보당 대구시당 위원장은 “전국적으로 전세사기가 사회문제가 되었는데도 동구청과 의회는 ‘국·시비 매칭 예산’ 외에 별다른 논의조차 없었다”며 “강 건너 불구경이었다”고 꼬집었다.

이어 “예방 홍보, 법률 상담, 공인중개사 관리 등 동구청이 할 수 있는 일은 많다”며 “행정력으로 선제적 대책을 세워야 한다”고 강조했다.

피해자들과 대책위는 정부와 국회에도 전세사기 가해자의 개인회생 남용을 막고, 보증금 반환 보장 제도를 마련하라고 촉구했다.

Hwang Soon-gyu, chairman of the Daegu branch of the Progressive Party, criticized the Dong-gu District Office and the council, saying, "Despite the nationwide social problem of jeonse (rental deposit) fraud, there hasn't been much discussion beyond the 'national and city budget matching'." They were "watching a fire across the river."

She continued, "There's much the Dong-gu District Office can do, including prevention and public relations, legal consultations, and management of real estate agents. They need to use their administrative power to establish preemptive measures."

The victims and the countermeasure committee also urged the government and the National Assembly to prevent the abuse of personal rehabilitation by jeonse fraud perpetrators and to establish a system to guarantee the return of deposits.
