【브레이크뉴스 대구】진예솔 기자=대구시의회 박소영 의원(동구2)이 서면 시정질문을 통해 동촌유원지 일원에 대한 대구시의 적극적인 관심과 개선책 마련을 촉구했다.

한국데이터랩에 따르면 동촌유원지는 동구를 방문하는 방문객 중 20~40대가 가장 많이 찾는 인기 관광명소다. 

현재 봄에 개최하는 '두두벚동'과 여름에 개최하는 '두두썸동' 등 여러 축제가 열리고, 잔디밭과 카페들이 주변에 많이 조성돼 피크닉 장소로도 선호되는 등 많은 청년들이 여가 장소로 선택하고 있다.

하지만 동촌유원지의 시설물은 관광객의 높아진 눈높이에 부응하지 못하고 있는 실정이다. 유원지 시설물은 4대강 정비 사업의 일환으로 2013년 조성된 후 12년이 지나 전체적인 미관이나 환경이 노후화돼 있다.

특히 택시 쉼터 운영에도 문제가 제기됐다. 2025년 5월부터 민간위탁에서 대구공공시설관리공단이 위탁운영을 개시했으나, 이후 쉼터 운영 전반에 대한 준비 부족과 실질적인 운영관리 미흡 사례가 발견되고 있다.

박 의원은 대구시에 동촌유원지의 미관 및 안전, 운영상 개선을 촉구하며 ▲동촌유원지 시설물 정비계획 ▲유선장 안전대책과 경관 개선 계획 ▲택시쉼터 운영 감사 계획 ▲택시쉼터 공공위탁 실효성 확보 방안 등에 대해 대구시의 구체적인 답변을 요청했다.

박 의원은 택시쉼터의 공공위탁 전환 과정에서 나타난 문제점도 강하게 지적했다. "그동안 택시쉼터 민간위탁 과정에서 '마'등급(49.69점), '다'등급(70.88점, 77.27점) 등 저조한 성과평가 결과를 받고 있었음에도 공공위탁 전환 시 운영 준비가 미흡했던 점은 심각한 문제"라고 비판했다.

그는 "대구시는 택시 쉼터의 공간 구성 및 활용 실태를 파악하고 만약 유휴 공간이 있다면, 타 기관과의 협업을 통한 활용 방안도 검토해야 할 것"이라고 대책 마련을 촉구했다.

박소영 의원은 "대구시가 동촌유원지 시설물의 근본적인 개선책과 아름다운 선착장을 조성해 축제 개최의 환경을 정비할 것"을 주문했다.

또한 "택시 쉼터의 목적에 맞는 기능 회복을 위해 책임 있는 운영점검 체계를 조속히 마련하고, 공공위탁제도의 취지를 실현할 수 있도록 사전계획 수립, 철저한 성과관리, 시민·종사자 의견수렴 체계를 반드시 구축해 줄 것"을 당부했다.

Daegu City Council Member Park So-young (Dong-gu 2) submitted a written policy inquiry, urging the city to actively focus on the Dongchon Resort area and develop improvement measures.

According to Korea Data Lab, Dongchon Resort is a popular tourist attraction, most visited by visitors to Dong-gu in their 20s and 40s.

Currently, various festivals are held, including the "Dudu Cherry Blossom Festival" in the spring and the "Dudu Somedong Festival" in the summer. The surrounding lawns and cafes also make it a popular picnic spot, making it a popular leisure destination for young people.

However, the facilities at Dongchon Resort are failing to meet the growing expectations of tourists. Built in 2013 as part of the Four Major Rivers Restoration Project, the park's overall appearance and environment have deteriorated over the past 12 years.

In particular, issues have been raised regarding the operation of the taxi rest area. The Daegu Public Facilities Management Corporation began operating the taxi shelters under private consignment in May 2025. Councilmember Park urged Daegu City to improve the aesthetics, safety, and operation of Dongchon Resort. He requested specific responses from the city on the following topics: ▲Dongchon Resort facility maintenance plan ▲Ferry terminal safety measures and landscape improvement plan ▲Taxi shelter operation audit plan ▲Measures to ensure the effectiveness of the public consignment of taxi shelters.

Councilmember Park also strongly pointed out the problems that arose during the transition from public to private consignment of taxi shelters. He criticized, "Despite the poor performance evaluation results from the previous taxi shelter consignment process, such as 'Ma' grades (49.69 points) and 'Ca' grades (70.88 points and 77.27 points), the lack of operational preparation during the transition to public consignment is a serious problem."

He urged the city to devise countermeasures, saying, "The city of Daegu should assess the spatial composition and utilization of taxi rest areas. If there are any unused spaces, they should also consider utilizing them through collaboration with other organizations."

Councilmember Park So-young urged the city to "improve the festival environment by fundamentally improving the facilities at Dongchon Resort and creating a beautiful pier."

She also urged, "To restore the taxi rest areas to their intended function, a responsible operational inspection system should be established promptly. Furthermore, to realize the purpose of the public consignment system, a proactive planning process, thorough performance management, and a system for gathering feedback from citizens and employees should be established."
