27일 대구시 의회에 따르면 박 의원이 대표발의한 '대구광역시 고령운전자 교통사고 예방에 관한 조례안' 이 이날 건설교통위원회 안건심사를 통과했다.
박 의원은 “최근 10년 동안 전국의 65세 이상 고령운전자가 일으킨 교통사고는 연평균 8.6%씩 증가했고, 특히 대구시의 경우 지난 10년간 2배 이상(950건→1,945건) 급증한 것으로 나타났다”며 해당 조례안을 대표 발의하게 된 배경을 밝혔다.
그러면서 “'대구광역시 교통안전 증진 조례' 제13조(운전면허 자진반납에 따른 교통비 등 지원) 규정에 따라 고령운전자가 운전면허를 자진반납하도록 유도하는 것에만 그칠 것이 아니라 고령운전자에게 특화된 ‘교통사고 예방사업’과 ‘교통안전 교육’ 등을 실시하도록 하는 독자적인 조례를 제정할 필요성이 있다.”고 강조했다.
이에 따라 박소영 의원은 조례안에 대구시장은 ‘재정지원’으로 65세 이상 고령운전자가 운전면허를 자진반납하면 교통비를 지원하도록 해 운전면허 반납을 유도하고, 고령운전자를 대상으로 ‘교통사고 예방사업’, ‘교통안전에 관한 교육’, ‘실태조사’를 실시해 체계적인 교통사고 예방 및 안전한 교통환경을 조성하도록 명시했다.
박소영 의원은 “이번 조례 제정으로 고령운전자 교통사고로 인한 사회·경제적 손실을 최소화하고, 시민의 생명과 재산을 보호할 수 있는 교통안전 해법안이 되기를 기대한다.”고 말했다.
