【브레이크뉴스 대구】진예솔 기자=대구시의회 박종필 의원(비례대표)은 전통시장 화재 예방과 거래 활성화를 위한 실효성 있는 정책 마련을 촉구했다.

박 의원은 서면 시정질문을 통해 “2016년 서문시장과 2022년 농수산물도매시장 화재 사례에서 보듯, 화재 발생 시 복구에 오랜 시간이 걸리고 경제 전반에 큰 영향을 미친다”며 예방 중심의 전통시장 안전관리 체계 필요성을 강조했다.

그는 “전통시장에는 가연성 자재로 지어진 비닐천막, 합판, 샌드위치 패널 등 가건물이 많다. 특히 무허가 건축물은 스프링클러나 방화벽 설치가 어려워 화재 피해가 더 크다”며 대구시가 이러한 가건물과 무허가 건축물 현황을 정확히 파악하고 맞춤형 예방 대책을 조속히 마련해야 한다고 요청했다.

또 도매시장 수산물상가의 전력 설비 과부하 문제도 지적했다. “어시장 수족관 가동을 위해 전력 설비가 24시간 작동하는데, 전선과 냉방시설이 복잡하게 얽혀 있어 화재 위험이 크다. 상인들은 언제든 사고가 날 수 있어 불안해한다”며 대구시의 관련 인식과 개선 대책 마련 여부를 질의했다.

박 의원은 전통시장이 구조적 위기에 직면했다고도 지적했다. “시설 현대화 사업으로 외형은 개선됐지만, 새로운 유통 채널과 온라인·비대면 소비 증가에 따른 정책 대응은 부족하다”며 대구시가 추진 중인 디지털 시장 육성 사업의 추진 현황과 효과를 점검하고, 혈세가 투입되는 사업의 사후 관리 체계를 강화해야 한다고 주문했다.

끝으로 박종필 의원은 “대구는 소상공인과 전통시장 상인 비중이 전국 평균보다 높다. 전통시장 약화는 상인과 영세 자영업자에게 치명적 영향을 미친다”며 대구시가 전통시장 사업의 효과성을 철저히 점검한 뒤 정책을 수립해 달라고 당부했다.

He also pointed out the problem of overloading power facilities in wholesale market fisheries. “The power facilities are in operation 24 hours a day to operate the fish market aquarium, but the wires and cooling facilities are intricately intertwined, creating a high risk of fire. Merchants are anxious because accidents can occur at any time,” he said, asking about Daegu City’s awareness of the matter and whether improvement measures have been prepared.

Rep. Park also pointed out that traditional markets are facing a structural crisis. “Although the appearance has improved through facility modernization projects, policy responses to new distribution channels and the increase in online and non-face-to-face consumption are insufficient,” he said, requesting that the city inspect the status and effectiveness of the digital market development project being promoted by Daegu City and strengthen the post-management system for projects in which taxpayers’ money is being invested.

Finally, Rep. Park Jong-pil said, “Daegu has a higher proportion of small business owners and traditional market merchants than the national average. The weakening of traditional markets has a fatal impact on merchants and small business owners,” and requested that the city thoroughly inspect the effectiveness of traditional market projects before establishing policies.
