【브레이크뉴스 대구】진예솔 기자=6월 3일 치러지는 전국 동시지방선거를 앞두고 기초단체장들의 행정 마인드가 어느 때보다 중요한 화두로 떠올랐다.

특히 대구·경북 지역에서는 오랜 기간 ‘보수 텃밭’으로 불려온 국민의힘이 정권을 넘겨주는 과정에서 지역민을 대표하는 단체장들의 역할이 얼마나 막중한지 다시 한 번 절감하고 있다. 이번 6월 지방선거를 준비하는 각오가 남다를 수밖에 없다.

누구나 선거에 출마할 수 있지만, 모두가 당선의 영광을 안을 수 있는 건 아니다. 결국 지역에 맞는 행정 철학과 이를 실현할 역량을 갖춘 인물이 선택받는다.

이에 본지는 다양한 분야의 질문으로 이번 선거에 나선 후보들의 행정 철학을 검증하고, 유권자들에게 신중한 선택을 할 수 있도록 기획 인터뷰를 마련했다.<편집자 주>

“동구의 위기는 인구가 아니라, 먹고 사는 구조의 붕괴다”

대구 동구청장 출마를 준비 중인 우성진 국민의힘 대구시당 부위원장은 동구가 겪는 인구 감소와 생활권 공동화 문제를 “동구만의 문제가 아닌 국가적 위기이자 최우선 과제”로 규정했다.

 그는 “저출생은 결과일 뿐 원인이 아니다”라며 “먹고 사는 문제가 해결되지 않으니 청년들이 서울과 수도권으로 떠나는 것”이라고 진단했다.

우 부위원장은 “결혼하라, 아이를 낳으라는 호소로는 아무것도 바뀌지 않는다”며 “동구에서 결혼하고 아이를 낳아도 살아갈 수 있는 구조를 만드는 것이 근본적인 해법”이라고 강조했다. 그가 가장 먼저 꼽은 과제는 일자리와 주거였다.

“임기 4년, 일자리 3천 개가 최소 목표”

우 부위원장은 지방정부의 한계를 인정하면서도 분명한 수치를 제시했다. 그는 “안정적인 일자리를 만드는 것이 최우선이지만, 지방정부 차원에서 할 수 있는 역할이 분명히 있다”며 “기업 지원, 공공형 일자리 창출, 기업체 취업 알선을 통해 임기 동안 최소 3천 개의 일자리를 만들겠다”고 밝혔다.

경력 단절 여성과 맞벌이 가정을 위한 정책적 지원도 강조했다. “결혼을 해도 일을 계속할 수 있어야 인구 구조가 유지된다”며 “일과 돌봄을 병행할 수 있는 정책 지원이 반드시 필요하다”고 말했다.

주거 문제와 관련해서는 아파트 공동화와 빈집 문제를 정면으로 짚었다. 그는 “정부의 청년주택 정책에 더해 지방정부 차원의 추가 지원을 결합해 아파트와 개인주택의 빈집을 활용한 청년주택 공급에 최우선으로 나서겠다”고 밝혔다.

“생활권 공동화의 본질은 도심 슬럼화”

생활권 공동화 문제의 핵심 원인으로는 ‘도심 슬럼화’를 지목했다. 우 부위원장은 “주택과 생활 기반시설이 노후화되면 도심은 슬럼화되고, 결국 빈집으로 남는다”며 “이 문제는 청년 정책과도 직결된다”고 설명했다.

그는 도시재생과 청년 정책을 연계한 접근을 해법으로 제시했다. “도시재생과 청년 정책을 동시에 활성화해 도심 공동화 문제를 풀어가야 한다”며 “사람이 다시 살 수 있는 동네를 만드는 것이 핵심”이라고 강조했다.

“혁신도시는 아직도 ‘진행형’… 밤이 어둡다”

동대구역과 혁신도시라는 성장 거점이 있음에도 효과가 확산되지 못한 이유에 대해 우 부위원장은 “혁신도시는 여전히 진행형이고, 특히 밤이 어둡다”고 표현했다. 이는 상권 침체와 정주 실패를 동시에 지적한 것이다.

그는 “공공기관 직원들의 주거지는 여전히 수도권에 머물러 있다”며 “상권 활성화를 위해 공공 차원의 적극적인 개입이 필요하다”고 말했다. 내년부터 시작되는 2차 공공기관 이전을 결정적 기회로 봤다.

우 부위원장은 “2차 공공기관 이전에서 동구가 최우선 이전 대상 지역이 되도록 사활을 걸겠다”며 “대구경북 행정통합 논의 과정에서도 동구가 정부 재정 지원과 공공기관 배치의 최우선 수혜 지역이 되도록 하겠다”고 밝혔다.

동대구역에 대해서는 “상권은 많이 살아났지만 신천 먹자골목을 제외한 주변 주거지역은 상대적으로 정체돼 있다”며 “재개발·재건축을 통해 ‘동대구역 효과’가 동구 전반으로 확산되도록 하겠다”고 말했다.

“공항 존치 기간의 고통, 국가가 책임져야”

대구공항 이전 논의 장기화에 대해서는 “현재 시점에서의 대책은 임시방편일 수밖에 없다”고 솔직히 말했다. 그는 “궁극적인 해법은 이미 결정된 군공항 이전을 하루라도 앞당기는 것”이라고 밝혔다.

우 부위원장은 후적지 토지 보상의 조속한 추진과 보상 범위 확대를 강하게 주장했다. “둔산·혜안 등 간접 피해 지역까지 보상 범위를 대폭 확대해야 한다”며 “수십 년간 군사공항 피해를 감내해온 주민들에게 보상하는 것은 국가의 도리”라고 강조했다.

특히 재정 문제를 핵심으로 짚었다. 그는 “군공항 이전이 계속 미뤄지는 이유는 결국 재정 확보 때문”이라며 “군사공항 이전은 기부 대 양여 방식이 아니라 국가가 전액 국비 사업으로 추진해야 한다”고 밝혔다. 이어 “군사공항을 지방이 돈을 대서 이전한 사례는 세계 어디에도 없다”며 “국방부 문을 수없이 두드려 반드시 길을 열겠다”고 말했다.

“재개발은 필요하지만, 난개발은 막아야”

재개발·재건축에 대해서는 ‘양날의 칼’이라는 표현을 썼다. 그는 “사람이 살 수 없는 환경의 재개발·재건축은 반드시 해야 한다”면서도 “무분별한 개발은 공동체를 해칠 수 있다”고 지적했다.

사업성이 확보된 민간 재개발에 대해서는 규제를 과감히 완화하되, 권역별·총량별 관리 원칙을 세워 난개발을 막겠다는 구상이다. 우 부위원장은 “짜임새 있는 재개발·재건축을 통해 난개발을 최대한 줄이겠다”고 밝혔다.

“금호강 양안·팔공산… 동구 경제의 두 축”

동구만의 경제 전략으로는 ‘금호강 양안 시대’와 ‘팔공산 문화경제’를 제시했다. 그는 “수성구 군부대 이전과 연계해 금호강을 중심으로 동구와 수성구가 함께 성장하는 구조를 만들어야 한다”고 말했다.

수성알파시티, 도심항공교통, 군공항 후적지 개발이 맞물릴 경우 “동구와 수성구, 나아가 대구 전체 경제가 살아날 수 있다”며 “청년 유출 문제도 상당 부분 해결될 것”이라고 전망했다.

핵심 정책으로는 제2대구의료원 동구 건립을 제시했다. 그는 “동구는 의료취약계층 비율이 가장 높지만, 현재 대구의료원의 동구 주민 이용률은 2.1%에 불과하다”며 “공항 후적지 개발과 혁신도시, 안심뉴타운 조성으로 의료 수요는 더 늘어날 수밖에 없다”고 말했다.
