【브레이크뉴스 대구】진예솔 기자=6월 3일 치러지는 전국 동시지방선거를 앞두고 기초단체장들의 행정 마인드가 어느 때보다 중요한 화두로 떠올랐다.

특히 대구·경북 지역에서는 오랜 기간 ‘보수 텃밭’으로 불려온 국민의힘이 정권을 넘겨주는 과정에서 지역민을 대표하는 단체장들의 역할이 얼마나 막중한지 다시 한 번 절감하고 있다. 이번 6월 지방선거를 준비하는 각오가 남다를 수밖에 없다.

누구나 선거에 출마할 수 있지만, 모두가 당선의 영광을 안을 수 있는 건 아니다. 결국 지역에 맞는 행정 철학과 이를 실현할 역량을 갖춘 인물이 선택받는다.

이에 본지는 다양한 분야의 질문으로 이번 선거에 나선 후보들의 행정 철학을 검증하고, 유권자들에게 신중한 선택을 할 수 있도록 기획 인터뷰를 마련했다.<편집자 주>

최근 후원회를 공식 출범시키고, 오는 6월 3일 치러지는 대구 지방선거에서 수성구청장 선거 도전에 나선 전경원 대구시의원을 만났다. 

수성구는 학군과 주거 선호도가 높은 지역으로 ‘부유한 이미지’가 강하지만, 한편으로는 고령화와 청년 유출, 교통·주택 문제, 상권 구조 변화 등 새로운 정치 의제가 빠르게 쌓이고 있다.

"수성구는 대구의 표준"

전경원 대구시의원은 수성구의 위상을 ‘대구의 표준이자 책임을 요구받는 지역’으로 규정했다. 그는 “수성에서 나타나는 변화는 곧 대구 전체의 방향을 예고한다”며 “성과는 공유하고, 과열은 조정하는 역할을 수성구가 먼저 맡아야 한다”고 말했다.

수성구는 학군과 주거 선호도가 높은 지역으로 대구의 대표적 ‘선호 지역’으로 꼽혀 왔다. 그러나 전 의원은 이 이미지 이면에 쌓여온 구조적 부담도 함께 짚었다. 그는 “교육과 주거 수요가 한 지역에 집중되면 가격과 경쟁이 도시 전반으로 확산된다”며 “수성구는 그 파급 효과를 가장 먼저 만들어 온 지역”이라고 진단했다.

“교육 때문에 이동하는 도시에서, 삶 때문에 머무는 도시로”

전 의원은 수성구의 가장 큰 과제로 교육·학군 중심 구조의 전환을 꼽았다. 

그는 “지금은 교육을 이유로 이동하는 도시”라며 “이를 삶의 조건 때문에 머무는 도시로 바꾸는 것이 핵심 과제”라고 밝혔다.

이를 위해 사교육 의존을 줄이고 방과후·주말 공공 학습을 강화하는 한편, AI·진로·독서·예술을 결합한 학교–지역 연계 수업을 정규 교육 과정과 연결하겠다는 구상이다. 단발성 체험이 아니라 학습 성과가 남는 구조로 전환하겠다는 설명이다.

주거 정책 역시 교육과 분리해 접근해야 한다는 입장이다. 전 의원은 청년과 신혼부부를 위한 역세권 중심의 소형·장기 임대 공급과 전월세 부담 완화 정책을 제시했다. 고령층에 대해서는 돌봄·의료·이동 서비스를 생활권 안에서 해결하는 동네 단위 돌봄망 구축을 강조했다. 그는 “교육도시라는 이름이 곧 살기 좋은 도시를 의미하도록 구조를 바꾸겠다”고 말했다.

“불균형보다 먼저 봐야 할 것은 불안이다”

수성구 내부의 지역 격차 문제에 대해서는 접근 순서를 달리했다. 전 의원은 “격차라는 말보다, 일상의 불안부터 해결해야 한다”고 강조했다. 노후 주거지, 보행과 교통 환경, 생활 SOC, 돌봄 접근성처럼 한 번 뒤처지면 회복이 어려운 영역부터 손대야 한다는 설명이다.

행정 개입의 기준은 데이터로 명확히 하겠다고 밝혔다. 동별 보행 안전, 대중교통 접근성, 생활 민원, 공공시설 접근성을 종합한 지표를 만들어 예산과 사업을 배분하겠다는 구상이다. 그는 “보여주기식 사업보다, 주민이 매일 체감하는 불편을 줄이는 것이 행정의 우선순위”라고 말했다.

“관광은 주민의 일상을 넘어설 수 없다”

수성못과 들안길, 고산권 일대를 둘러싼 상업화 논란에 대해서는 분명한 선을 그었다. 전 의원은 “관광은 주민의 일상을 이길 수 없다”고 말했다.

그는 상권 활성화와 삶의 질 관리가 분리돼서는 안 된다고 강조했다. 콘텐츠 확대에 앞서 교통, 주차, 소음, 안전 기준을 먼저 세우고, 시간대·구역별 관리 체계를 갖추겠다는 입장이다. 대중교통 연계 강화와 공영 주차 확충, 보행 동선 정리도 함께 추진하겠다고 밝혔다. 전 의원은 “장사가 잘되면서도 주민이 떠나지 않는 구조를 만드는 것이 구청장의 역할”이라고 말했다.

“수성구는 연대의 구가 돼야 한다”

대구 전체의 인구 감소와 산업 전환 국면 속에서 수성구가 맡아야 할 역할로는 ‘연대’를 제시했다. 그는 “수성구는 혼자 잘 사는 구가 아니라, 대구의 성장판을 여는 구가 돼야 한다”고 밝혔다.

수성알파시티를 중심으로 한 연구개발과 산업 기능을 일자리와 창업, 인재 양성으로 연결하고, 그 성과를 다른 구·군과 공유하는 협력 모델을 만들겠다는 구상이다. 교육 분야에서는 수성구의 정책을 대구 표준으로 확산하고, 교통·문화·복지 정책은 광역 연계를 통해 도시 전체의 체감도를 높이겠다고 했다.

전 의원은 이번 선거를 두고 “수성구를 더 키울 것이냐의 문제가 아니라, 수성구가 어떤 책임을 질 것인가를 묻는 선택”이라고 말했다. 

오는 6월 3일, 수성구 유권자들은 ‘안정에 머무는 행정’과 ‘구조를 바꾸는 행정’ 가운데 하나를 선택하게 된다.

We met with Daegu City Council Member Jeon Kyung-won, who recently officially launched a support group and is running for Mayor of Suseong District in the Daegu local elections to be held on June 3rd.

Suseong District, with its highly desirable school district and residential district, has a strong "affluent image." To achieve this, he plans to reduce reliance on private education and strengthen after-school and weekend public learning, while also linking school-community collaborative classes that combine AI, career development, reading, and the arts with the regular curriculum. He explained that the goal is to shift from a one-time experience to a structure that fosters learning outcomes.

He also believes that housing policy should be approached separately from education. Councilman Jeon proposed a policy of providing small, long-term rental housing near subway stations for young people and newlyweds, as well as easing the burden of monthly rent and key money deposits. For the elderly, he emphasized the establishment of a neighborhood-level care network that provides care, medical care, and transportation services within the community. He stated, "We will restructure the system so that the name 'Education City' synonymously signifies a city that is good to live in."

"Anxiety must be addressed before imbalance."

Regarding the issue of regional disparities within Suseong District, Councilman Jeon took a different approach. He emphasized, "Rather than focusing on the issue of disparity, we must first address everyday anxieties." He explained that areas where recovery is difficult once left behind, such as aging housing, pedestrian and transportation environments, social infrastructure, and access to care, should be addressed first.

He announced that administrative intervention would be clearly defined by data. He plans to create a comprehensive index that combines pedestrian safety, public transportation accessibility, complaints, and access to public facilities by neighborhood, and then allocate budget and projects accordingly. He stated, "Rather than focusing on ostentatious projects, reducing the inconveniences residents experience every day is the administrative priority."

"Tourism cannot surpass the daily lives of residents."

Regarding the controversy surrounding the commercialization of Suseongmot Lake, Deulangil, and the Gosan area, Councilman Jeon drew a clear line. He stated, "Tourism cannot surpass the daily lives of residents."

He emphasized that commercial revitalization and quality of life management should not be separated. He stated that before expanding content, he would prioritize establishing traffic, parking, noise, and safety standards, and then establishing management systems by time zone and area. He also announced plans to strengthen public transportation connections, expand public parking, and improve pedestrian circulation. Councilman Jeon stated, "The role of the district mayor is to create a structure that promotes business while retaining residents."

"Suseong-gu must become a district of solidarity."

Amidst the overall population decline and industrial transition in Daegu, he proposed "solidarity" as the role Suseong-gu should play. He stated, "Suseong-gu should not be a district that thrives alone, but a district that opens up a new chapter in Daegu's growth."

The plan is to create a cooperative model that connects research and development and industrial functions centered around Suseong Alpha City to jobs, startups, and talent development, and to share the results with other districts and counties.
