이번 사건은 신고자가 의사소통이 어려운 상태에서 119에 연락을 취했지만, 위치 파악이 늦어지면서 구조가 지연된 것으로 확인됐다.

사건 당일, 신고는 들어왔지만 구체적인 위치 파악이 바로 이루어지지 않았다. 

휴대전화 위치 정보만으로는 건물 내부의 층수나 호실까지 정확히 특정하는 데 한계가 드러났다.

건물 내부 진입과 관련한 지침도 새로 마련될 계획이다. 향후에는 보안문 등으로 접근이 어려울 때, 당직자나 보안업체와 즉시 연계해 신속히 진입할 수 있도록 프로토콜이 강화된다. 위치 오차를 감안한 반경 수색 계획도 도입될 예정이다.

지자체 및 공공기관에는 야간 안전망 강화가 요구된다. 비상 연락망을 연중 상시 공유하고, 당직실 비상벨과 내선 설치, 출입 통제 시 긴급 개방 규정 도입, 신고 대응 교육 실시 등이 주요 과제로 제시됐다.

이와 함께 119 신고 앱의 위치 전송 기능 고도화, 내부 층·호 정보와의 연계 방안, 통신사와의 협업을 통한 위치 오차 개선 등 기술적 보완도 중장기적으로 추진된다.

A radius search plan that accounts for location errors is also scheduled to be introduced.

Local governments and public institutions are required to strengthen nighttime safety networks. Key tasks presented include sharing emergency contact networks year-round, installing emergency bells and internal lines in duty rooms, introducing regulations for emergency opening during access control, and conducting training on responding to emergency calls.

Along with this, technical improvements will be pursued in the mid-to-long term, including enhancing the location transmission function of the 119 emergency reporting app, integrating it with internal floor and room number information, and improving location accuracy through collaboration with telecommunication companies.
