【브레이크뉴스 대구】진예솔 기자=6월 3일 치러지는 전국 동시지방선거를 앞두고 기초단체장들의 행정 마인드가 어느 때보다 중요한 화두로 떠올랐다.

특히 대구·경북 지역에서는 오랜 기간 ‘보수 텃밭’으로 불려온 국민의힘이 정권을 넘겨주는 과정에서 지역민을 대표하는 단체장들의 역할이 얼마나 막중한지 다시 한 번 절감하고 있다. 이번 6월 지방선거를 준비하는 각오가 남다를 수밖에 없다.

누구나 선거에 출마할 수 있지만, 모두가 당선의 영광을 안을 수 있는 건 아니다. 결국 지역에 맞는 행정 철학과 이를 실현할 역량을 갖춘 인물이 선택받는다.

이에 본지는 다양한 분야의 질문으로 이번 선거에 나선 후보들의 행정 철학을 검증하고, 유권자들에게 신중한 선택을 할 수 있도록 기획 인터뷰를 마련했다.<편집자 주>

“사람이 떠나는 이유는 분명하다”

배기철 이사장은 동구의 위기를 한 마디로 정리했다. “동구의 문제는 개발이 부족한 게 아니라 행정이 제대로 이어지지 않은 데 있다.”

그는 인구 감소, 생활권 공동화, 혁신도시의 확산 실패, 공항 존치에 따른 각종 규제, 재개발 갈등, 청년 유출 등 동구가 안고 있는 현안들을 언급하며, 이 모든 문제의 뿌리가 ‘행정의 단절’에 있다고 진단했다.

실제로 최근 1년 새 동구 인구는 34만1500명에서 33만9300명으로 줄었다. 무엇보다 인구 감소 속도가 빠르게 진행되고 있다는 점이 문제다. 더 이상 ‘머무는 동네’가 아니라 ‘빠져나가는 지역’으로 전락하고 있다는 경고다.

“출생으로 인구 늘리기는 한계… 답은 외부에서 찾아야”

배 이사장은 인구 감소와 생활권 공동화를 별개의 문제가 아닌, 한 뿌리에서 나온 현상으로 봤다. “둘 다 결국 사람이 편하게 살 수 있는 생활 인프라가 흔들린 결과”라며 “지금 동구에서 출생만으로 인구가 늘 가능성은 거의 없다. 결국 돌파구는 외부 인구 유입에 있다”고 강조했다.

문제는 행정이 이에 대한 뾰족한 해답을 내놓지 못했다는 점이다. ‘왜 굳이 동구로 이사해야 하는지’에 대한 설득력 있는 답변이 없다는 것이다.

“동구에 오면 삶의 질도 높아지고, 자산가치도 올라갈 수 있다는 확신을 심어줘야 한다. 주거·일자리·생활 인프라가 따로 노는 구조부터 바꿀 필요가 있다. 분명한 것은 내가 구청장에 당선되면 동구의 땅깞은 두배로 올라간다. 지난 구청장 시절 우리 지역 아파트 분양 현황을 살펴보면 내 말이 이해가 될 것”이라고 자신있게 말했다. 

하지만 “무리한 장밋빛 공약은 하지 않겠다. 임기 4년 안에 동구 전체를 겉모습부터 확 바꾸겠다는 말도 드리지 않겠다. 대신 최소한 한두 개 생활권이라도 인구 순유입으로 전환되는 뚜렷한 성과를 내겠다”고 거듭 강조했다.

"혁신도시는 만들었지만, 생활권 연결은 실패했다"

동대구역과 혁신도시는 동구의 대표적인 성장 거점이다. 하지만 그 효과가 지역 전반으로 확산되지 못했다는 평가가 적지 않다. 이에 대해 배 이사장은 “거점은 만들었지만, 생활권과 유기적으로 연결하지 못한 게 문제”라고 지적했다.

그의 설명에 따르면, 혁신도시는 대규모 개발만 이뤄졌을 뿐, 문화시설은 부족하고 기존 주거지와의 일상적 연계도 부족했다. 개발과 생활권 행정이 철저히 따로 돌아가다 보니 결과적으로 지역 전체에 긍정적인 파급효과가 적었다는 것이다.

그는 “혁신도시는 설계 단계부터 잘못됐다. (동구청장 재임시절부터)중앙정부에 설계 자체가 잘못됐다고 분명히 이야기했다. 그 결과 복합문화센터를 확보했다. 혁신도시 주민들이 고등학교 하나 없이 살던 현실을 바꾸기 위해 정동고 이전도 적극 추진했다. 다만 교육청 단계에서 사업이 이어지지 못한 점은 한계로 남았다”고 인정했다. 그러면서 “학교 부지처럼 지방정부가 손댈 수 없는 권한 구조 자체도 한계로 남았다”며 답답함을 토로했다.

“공항 이전 논쟁 말고, 지금 주민 피해부터 봐야”

대구공항 이전 논의가 수년째 이어지고 있지만, 여전히 뚜렷한 결론이 나오지 않고 있다. 그 사이 피해는 고스란히 주민들의 몫으로 남고 있다. 배기철 이사장은 이제는 이전 찬반 논쟁을 넘어서야 한다고 강조한다.  

배 이사장은 “공항을 당장 이전하지 않으면 피해는 결국 주민들에게 돌아간다”며 “지금 행정이 해야 할 일은 무엇보다도 실제로 발생하는 피해를 줄이는 일”이라고 지적했다. 소음 피해 보상 역시 형식적인 현금 지원에 그쳐서는 안 되며, “보상금이 실제 창호 교체나 방음 개선 등 실질적 지원으로 이어질 수 있도록 제도 설계가 필요하다”고 밝혔다.  

문제는 규제가 복잡하게 중첩돼 있다는 점이다. 대구시는 2023년 7월 K-2 군 공항 후적지 주변 약 7.67㎢를 토지거래허가구역으로 지정했다. 해당 지역은 이미 대부분이 개발제한구역인 데다, 고도 제한까지 적용되고 있다.  

이에 대해 배 이사장은 “현재 고도 제한의 상당 부분이 6·25 전쟁 당시 항공기 성능 기준에 맞춰 설정된 것”이라며, “현실에 맞게 꼭 필요한 구역만 제한하고 불필요한 규제는 풀어야 한다”고 주장했다. 아울러 토지거래허가구역 지정에 대해서도 “명확한 개발 계획과 평가 없이 사유재산을 먼저 묶는 것은 이해하기 어렵다”고 비판했다.  

“재개발 갈등, 행정이 빠지면 주민만 손해 본다”

재개발과 재건축 사업이 갈등 끝에 답보 상태에 빠진 사례도 적지 않다. 배 이사장은 이 문제와 관련해 행정, 특히 구청이 갈등 조정 역할에 적극적으로 나서야 한다고 강조했다.  

그는 “갈등 조정은 반드시 행정이 맡아야 하며, 중재에 실패할 경우 피해는 결국 주민에게 돌아간다”고 말했다. 아울러 과거 교회 부지 문제 등으로 사업이 중단된 적이 있었지만, 그때마다 구청이 나서서 협상의 장을 만들었다고 설명했다. “행정이 사업 성패를 결정할 필요는 없지만, 갈등을 방치하는 일은 없어야 한다”고 덧붙였다.  

“새 산업보다, 연결이 먼저다”

배 이사장은 산업 침체와 청년 인구 유출이 이어지고 있는 동구의 현실을 직시해야 한다며, “새 산업 유치에만 집중하는 것은 위험하다”고 지적했다. 그는 “혁신도시 공공기관의 기능을 지역 기업, 사회서비스, 청년 인력과 연결하는 구조부터 만드는 게 중요하다”고 조언했다.  

핵심은 ‘첫 성공 사례’라고 강조한다. “처음 성공 모델이 나오면 기업들은 자연스레 따라오게 돼 있다. 다만 그 첫 사례가 만들어지기 전까지는 행정이 앞장서서 마중물 역할을 해야 한다”고 밝혔다.  

배 이사장은 이번 선거의 의미에 대해 “더 많은 개발을 하느냐가 아니라, 행정이 어떻게 연결고리를 만들고 주민과 호흡하느냐를 묻는 선거”라고 정의했다.

Bae Ki-cheol, Chairman of the Daegu Happiness Promotion Agency and a Candidate for Mayor of Dong-gu, Daegu

"The reasons for people leaving are clear."

Bae Ki-cheol summarized Dong-gu's crisis in a single sentence. "The problem with Dong-gu is not a lack of development, but a lack of proper administrative continuity."

He cited the current issues facing Dong-gu, including population decline, hollowing out of residential areas, the failure of the Innovation City project to expand, various regulations related to the airport's existence, redevelopment conflicts, and youth exodus, and diagnosed that the root of all these problems lies in "administrative discontinuity."

In fact, in the past year, Dong-gu's population has decreased from 341,500 to 339,300. The most concerning aspect is the rapid pace of population decline. This warning signals that the district is no longer a "neighborhood to stay in," but rather a "neighborhood to leave."

"Increasing population through births has its limits... The solution must be found outside the district."

Chairman Bae viewed population decline and hollowing out of residential areas as not separate issues, but as phenomena stemming from the same root. "Both are ultimately the result of a weakening of the infrastructure that allows people to live comfortably," he emphasized. "The possibility of population growth in Dong-gu through births alone is virtually nil. Ultimately, the solution lies in the influx of outsiders."

The problem is that the administration has failed to provide a clear solution. There's no compelling answer to the question, "Why should people move to Dong-gu?"

"We need to convince people that moving to Dong-gu will improve their quality of life and increase their asset value. We need to change the structure where housing, jobs, and living infrastructure are separated. What's clear is that if I'm elected mayor, land prices in Dong-gu will double. If you look at the apartment sales in our area during my previous term, you'll understand what I mean," he confidently stated.

However, he reiterated, "I won't make any unreasonable, rosy promises. I won't even promise to completely transform Dong-gu within my four-year term. Instead, I will achieve tangible results, at least in one or two residential areas, leading to a net influx of population."

"We created an innovation city, but failed to connect the residential areas."

Dongdaegu Station and the innovation city are representative growth hubs in Dong-gu. However, many critics say the effects haven't spread throughout the region. Chairman Bae pointed out, "While a hub was established, the problem is that it wasn't organically connected to the local community."

According to his explanation, the Innovation City was a large-scale development project, lacking cultural facilities and daily connections with existing residential areas. Because development and local community administration were strictly separate, the overall positive ripple effect was minimal.

He explained, "The Innovation City was flawed from the design stage. (Ever since I was mayor of Dong-gu) I have clearly told the central government that the design itself was flawed. As a result, we secured a multi-functional cultural center. We also actively pursued the relocation of Jeongdong High School to address the reality that Innovation City residents were left without a single high school. However, the failure of the project to be implemented at the Office of Education level remains a limitation." He also expressed his frustration, saying, "The very authority structure, which local governments cannot control, such as school land, remains a limitation."

"We need to address the current damage to residents, not just the airport relocation debate."

Debates over the relocation of Daegu Airport have been ongoing for years, but no clear conclusion has been reached. Meanwhile, the residents are bearing the brunt of the damage. Chairman Bae Ki-cheol emphasizes that we must now move beyond the pros and cons of the relocation.

Chairman Bae stated, "If the airport isn't relocated immediately, the damage will ultimately fall on the residents." He added, "The administration's primary responsibility now is to minimize the actual damage." He also stressed that noise damage compensation should not be limited to mere formal cash assistance. "The system needs to be designed so that compensation can translate into practical support, such as window replacement and soundproofing improvements."

The problem lies in the complex and overlapping regulations. In July 2023, Daegu City designated approximately 7.67 square kilometers around the former site of the K-2 military airport as a land transaction permit zone. Most of this area is already a development restriction zone, and height restrictions apply.

In response, Chairman Bae stated, "A significant portion of the current altitude restrictions were established based on aircraft performance standards during the Korean War. We should restrict only the areas that are truly necessary and ease unnecessary regulations." He also criticized the designation of land transaction permit zones, saying, "It's difficult to understand how private property can be secured without a clear development plan and evaluation."

"When the Administration is Involved in Redevelopment Conflicts, Only Residents Lose"

There are numerous cases where redevelopment and reconstruction projects have stalled due to conflict. Chairman Bae emphasized that the administration, especially the district office, must actively mediate these conflicts.

He stated, "The administration must be responsible for mediating conflicts, and if mediation fails, the residents will ultimately suffer." He also explained that while projects have been halted in the past due to issues such as church land, the district office has intervened and created a forum for negotiations each time. He added, "The administration doesn't need to determine the success or failure of a project, but it must not neglect conflicts."

"Connections Come Before New Industries"

Chairman Bae emphasized the need to confront the reality of Dong-gu, which is experiencing a persistent industrial downturn and youth population exodus. He pointed out, "Focusing solely on attracting new industries is dangerous." He advised, "It's crucial to first create a structure that connects the functions of public institutions in the Innovation City with local businesses, social services, and the youth workforce."

He emphasized that the key is the "first successful case." "Once a successful model emerges, businesses will naturally follow. However, until that first example is created, the administration must take the lead and act as a catalyst."

Chairman Bae defined the significance of this election as, "It's not about whether to pursue more development, but about how the administration builds connections and engages with residents."
