누구나 선거에 출마할 수 있지만, 모두가 당선의 영광을 안을 수 있는 건 아니다. 결국 지역에 맞는 행정 철학과 이를 실현할 역량을 갖춘 인물이 선택받는다.

이에 본지는 다양한 분야의 질문으로 이번 선거에 나선 후보들의 행정 철학을 검증하고, 유권자들에게 신중한 선택을 할 수 있도록 기획 인터뷰를 마련했다.<편집자 주>

“동구의 인구 문제, 일자리와 성장 동력을 회복하지 않으면 풀리지 않는다”

동구청장 출마를 준비 중인 차수환 대구동구의회 전 의장은 동구가 겪는 인구 감소와 생활권 공동화 현상을 “지방 도시 전반이 맞닥뜨린 구조적 위기”로 진단했다. 그는 “문제의 본질은 양질의 일자리 부족과 성장 동력의 정체”라며 “지속 가능한 일자리와 미래 먹거리를 회복하지 않으면 인구 문제 역시 해결되기 어렵다”고 말했다.

그는 “신천·효목권, 신암·지저·동촌 등 원도심은 지난 4~5년간 재개발을 통해 외형은 상당 부분 개선됐다”면서도 “생활·문화·상업 기능이 함께 성장하지 못하면서 주민들이 체감하는 변화에는 한계가 있었다”고 말했다.

앞으로의 해법으로는 생활 밀착형 개선을 제시했다. 전통시장 리모델링, 주차 환경 개선, 상권 밀집 지역을 중심으로 한 테마거리 조성 등을 단계적으로 추진해야 한다는 것이다. 그는 “자체 예산에는 한계가 있는 만큼 국·시비 공모사업 확보가 관건”이라며 “동구는 신규 공모사업 발굴을 통해 실제 성과를 내고 있다”고 밝혔다.

“K-2 이전과 후적지 개발, 멈춘 계획 아니다”

대구공항 이전 논의 장기화로 인한 주민 피로감에 대해 차 전 의장은 “주민들의 불안은 이 계획이 과연 실행되는지, 정부가 끝까지 책임지는지에 대한 의문에서 비롯된다”고 말했다.
